What the inspector wrote
On January 23, 2026, Licensing Program Analysts (LPA) Staicy Perry conducted an unannounced annual inspection. LPA met with Lead Teacher, Araceli Ramirez, who guided the LPA on a tour of the facility. This is a preschool age head start program licensed for 24 children which operates Monday \342\200\223 Friday 8:15 am to 2:15 pm. Facility operate a full day program. There are 17 children enrolled in total. Sign in/out takes place electronically through Childplus app on an ipad. Personnel records electronically to ensure fall accessibility during unannounced visits or upon request by the Department, with no advance notice necessary.
Facility is located on the Macy Intermediate School Campus, in the back of the school on Wilcox ave. Staff names were recorded, and teacher and child ratio were observed to be in accordance with Title 22 Regulations. LPA took an census and observed 2 staff with 14 children who were observed to be napping.
LPA observed central AC /heater and vents located on the ceiling. LPA observed the thermostat located in classroom and the temperature to be at 70. The fire extinguishers is located in the classroom and the valve on the required 2A10BC fire extinguisher indicates fully charged and serviced within the year, 12/11/25. Smoke detectors and carbon monoxide detectors were not tested during this visit due to the detectors being wired to the emergency pull down fire alarm system. The last emergency drill was conducted on January 20, 2026.
LPA observed children\342\200\231s personal items to be in individual bins and cleaning solutions were observed to be stored inside a cabinet making it inaccessible to children. First aid kits supplies are kept inside the classroom and LPA observed the kits to be fully equipped. During this visit, teacher Araceli stated that there is a child with medication or severe food allergies enrolled. Teacher Araceli stated no firearms, weapons, poisons nor bodies of water are in the premises and LPA did not observe any of the above mentioned.
LPA entered the classroom, and children were observed to be napping. LPA observed sleeping
arrangements in form of cots and teacher stated sheets are sent home every Friday to be washed. All furniture and equipment were inspected and was observed to be in good repair, free of sharp, loose, or pointed parts. All toilets and washing facilities are in safe and sanitary operating conditions. Currently, the teacher\342\200\231s office is used as an isolation area.
LPA Perry observed the playground to be fenced all around and the gate that leads to the sidewalk, closed and locked with a lock. The equipment was observed to be in a safe condition, free of sharp, no lose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. LPA observed play structure equipment to be age appropriate and areas around or under climbing equipment, are cushioned with material that may absorb a fall. For adequate shade, a large canopy was observed. For outdoor water drinking, there are water fountains available.
This program provides breakfast, lunch and p.m. snack. Meals and snacks are provided by the school cafeteria. For indoor drinking water, water fountains are available in the classrooms. LPA observed the food preparation area to be clean and free of litter, rubbish, rodents, and/or any other vermin. Storage containers for solid waste, including movable bins, have tight fitting covers on and are in good repair. LPA also observed a door making it inaccessible to the children.
All staff present are trained in CPR and Pediatric First Aid present during this inspection. All staff have received an active criminal record clearance as a condition of their employment with the Montebello Unified School District. Children\342\200\231s files were reviewed electronically and observed to be complete. LPA Perry observed staff files electronically and files were observed to be complete.
Teacher was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. . LPA observed children\342\200\231s medication to be in original packaging and up to date.
Teacher Areceli was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The facility is currently in compliance with Title 22 regulations. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with
teacher Areceli.
