What the inspector wrote

Licensing Program Analyst (LPA) Anomeh Eivazian conducted an unannounced case management- Licensee initiated inspections on 06/09/2022 at 8:40 AM. LPA met with Armineh Markarians, Licensee/Director who guided LPA on a tour of the facility. At this time they have a capacity of 28 preschoolers and which to increase to 75. This is a preschool program which consists of 2 classrooms, Bright Starts and Bright Future. They have added 3 additional classroom, Bright Beginners, Shining Minds, and Wondering Minds. The preschool program operates Monday – Friday from 7:30 AM – 5:30 PM. Areas measured were three additional classrooms, Bright Beginners, Shining Minds, and Wondering Minds. Parents enter the facility through the parking lot located off the alley towards the Del Vall Avenue, where the preschool children's parents enter and exit. All areas identified on the Facility Sketch were inspected. Upon arrival, the following staff were present during this inspection; Bright Stars classroom: 8 preschoolers with 2 staff and Bright Future classroom: 5 preschoolers with 2 staff. The facility was observed to be within the license capacity and limitations. All children were observed to be under visual supervision of a teacher at all times. The following was observed during the tour of the facility: At 8:50 AM, LPA began the facility tour with Licensee/Director, Armineh Markarians starting through the proposed additional classrooms, Bright Beginners, Wondering Minds and Shining Minds. All three additional classrooms were inspected and measured for capacity determination. LPA observed the classrooms to contain age appropriate furniture and equipment which were also inspected and observed to be in good condition. There is a kitchen in Bright Beginners classroom. REPORT CONTINUES ON NEXT PAGE 1 of 2 The children restroom is located in each additional three classrooms. LPA observed there are two toilets and two sinks in each additional classroom. Per Armineh Markarians, staff member will assist children to and from the restroom at all times. All toilets and sinks are in safe and sanitary operating conditions. Facility outdoor space was measured on 04/12/2022 which can accommodate 56 preschoolers at one time. Based on LPA measurements taken on this date and observations of the facility, the total indoor capacity of the (3) additional preschool classrooms (Shining Minds, Bright Beginners, and Wondering Minds) can accommodate (48) preschool children. The measurements obtained for the outdoor space on 04/12/2022 can accommodate a total of (56) preschool children. The Department has received an approved Fire Clearance from the Glendale Fire Department on 05/25/2022 to capacity of 75 children. Per licensee, she will submit a waiver request for staggered use of outdoor space by 06/24/2022 in order to be licensed for 75 preschoolers. At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
