Inspector’s narrative

What the inspector wrote

Licensing Program Analysts (LPAs) Nolan Tcheng and Crystal Green conducted an unannounced Case Management-Licensee Initiated inspection for the purpose of changing capacity for existing components. Upon arrival at 9:20am, LPAs met with Site Supervisor Vanessa Alegria, to whom the purpose of the inspection was explained. There were no children present during the time of inspection as the facility is on summer break. Tour of the facility was provided. This facility is currently licensed as a preschool with a toddler option with a capacity of 36 children: (18) preschoolers ages 2 to 5 years old in the preschool classroom and (18) toddlers ages 18 to 36 months in the toddler classroom. The Licensee, The Modern School House LLC . has requested to change their licensed capacity of toddlers to (6) and increase the preschool capacity to (30). The overall licensed capacity will remain at (36) children. The hours of operation are Monday to Friday from 7:30 am to 5:30 pm. LPAs continued to tour the facility. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. LPAs observed a total of 2 sinks and 2 toilets designated for toddler children\342\200\231s use. The preschoolers have a total of 2 sinks and 2 toilets, which are sufficient to accommodate the licensed change in capacity. Licensing staff also observed a changing table located near the toddler entrance that was not within arm's reach of a sink. Per the Site Supervisor, children enrolled in the toddler program must be able to stand while the staff assists with their diaper-changing needs. The changing table is available in the event that staff is not able to leave the toddler classroom to assist the child. Facility Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. REPORT CONTINUES PAGE 1 of 2 LPAs inspected and obtained measurements for the toddler classroom. The new total indoor activity space for the toddler classroom measured 214.62 square feet, which can accommodate the requested capacity. The total indoor activity space for the preschool classroom measured 1145.60 square feet, which can accommodate the requested capacity. There are no changes to the outdoor activity space. There is an approved waiver on file that allows the toddlers to share the preschool-designated outdoor space on a staggered schedule. LPAs observed that the divider that is used to separate the Toddlers and the Preschool areas was made of a mesh material and measured to be 2.6ft tall. Per Title 22 regulation 101438.3(b)(2), any moveable walls or partitions need to be at least 4ft high and made of a sound-absorbing material. Facility will submit proof of correction within 30 days of this report date. During this inspection, the facility representative was advised to submit an updated copy of the toddler admission agreement that reflects their diaper-changing policy. Upon receipt of the corrections above, this facility licensing comments will be updated to reflect the toddler capacity as (6) and the preschool capacity as (30). The licensed capacity will remain at (36) children. Exit interview was conducted with Site Supervisor Vanessa Alegria, at 11:20am. A notice of site visit was given to facility representative, and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. END OF REPORT PAGE 2 of 2
