Routine inspection (3-year)·January 29, 2026

At 2:40pm, Licensing Program Analysts (LPA)s Stephanie Li and Caroline Nguyen conducted an unannounced annual inspection to the above facility. A risk assessment was conducted upon entry. LPA\342\200\231s met with Licensee Bridgette Holmes, who led LPA\342\200\231s on a tour of the facility. There are currently 0 children enrolled. There was 1 adult and 0 child present upon arrival. Facility capacity is in compliance for a Small Family Child Care Home. Hours of operation are Monday-Friday, 6:00am - 5:00am. This is a one story home, which consists of 2 bedrooms, 1 bathroom, kitchen-dining room combo, living room, detached separate dwelling (wash room), front yard, back yard (fenced play area) and storage shed. On limits to children are hallway bathroom, living room, dining room kitchen, 1 bed room (nap and play area) and back yard. Per licensee, areas off limits to children and parents include: 1 bedroom, detached separate dwelling and storage shed. The LPA\342\200\231s toured all areas used by children during this visit. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. There is central AC and heat. There is telephone service via cell phone that stays at the facility during operation hours. LPA\342\200\231s observed a fireplace in the living with a metal screen standing in front. LPA\342\200\231s observed that the screen is not secured in place. Per licensee, the landlord just had the flooring redone and the fireplace screen used to be latched. LPA\342\200\231s advised that fire-screen needs to be relatched. A technical violation is being issued, see page LIC9102. ------------------------------------------------------ pg. 1 of 4 ----------------------------------------------------------- The following was observed and reviewed during this inspection: LPA observed that the following required postings were up: Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form. LPA\342\200\231s reviewed facility records LIC 610- Facility Disaster Plan. Per licensee, she is not currently providing care for children and assisting at her daughters family child care home. All homes shall conduct fire and disaster drills at least once every six months, and document the date and time of each drill. Last drill was conducted when she had children in 8/2025. There are toys, equipment and learning materials available for children. There are cots available for each child to nap and playpens for toddlers. First aid kit is available. Drinking water is available through bottled water. Licensee does provide food, breakfast, lunch and 2 snacks. Parents also packed food for their children. LPA observed the required fire extinguisher 2A 10BC, purchased 8/11/2025 per receipt. LPA\342\200\231s advised to keep the receipt when purchasing new one. Per State Fire Marshall standards, fire extinguishers shall be serviced or purchased annually. Smoke and carbon monoxide detectors were tested and are operable. Cleaning compounds, and medications were observed to be in assessable. Per Licensee, there are no poisons in the home and understands that all poisons must be locked, to be made inaccessible to children. Licensing staff reminded licensee smoking is not allowed in a family child care home. The restroom that children use was observed to be safe and sanitary. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. ----------------------------------------------------- pg. 2 of 4 ------------------------------------------------------------------- LPA observed the back yard area. The outdoor play area was observed to be fenced. There is appropriate play materials and other equipment and toys for children to use. There is a storage shed in the back yard. LPA\342\200\231s observed a metal fence gate connecting to neighboring house was open, leading into neighbors back yard. Per licensee, the neighboring house is owned by the same property owner and she closes the gate when children were present. LPA's observed licensee close gate during visit. Adult records were reviewed and observed to be complete. The licensee has completed Pediatric First Aid and CPR. Completed 5/2028. Licensee has current Mandated Reporter AB 1207 Child Care Training certificates. Exp 9/2026. Incidental Medical Services (IMS) is not being provided at this time. LPA advised the licensee to access forms, regulations and quarterly updates on line at: www.ccld.ca.gov . A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Based on LPA\342\200\231s observation and interview, a technical violation is being issued. Violations need to be cleared to protect the health and safety of children in care. A notice of site visit was given and must remain posted for 30 days.
