What the inspector wrote

An announced pre-licensing site inspection was conducted today by Licensing Program Analyst (LPA) Crystal Green to inspect and measure facility for capacity determination. Applicant is seeking to provide care for an Infant Program with a Toddler Option Program. Licensing staff met with Suzie Johnson, Director, who guided analyst on a tour of the facility. This proposed Infant Program with Toddler Option Program will operate from Monday through Friday from 7: 30 AM until 6:00 PM. This facility is located on the premises of La Canada Congregational Church. There is also an existing Preschool Program (198004654) located on the same property. Preschool Program was observed to be physically separated from the propose Infant and Toddler Option Programs. At 10:56 AM, Licensing staff was guided through a tour of the proposed Infant and Toddler classrooms. The facility entrance will be accessible from Foothill Boulevard. Parents will use be buzzed in at the gate and will sign in their children upon entry. There is a parent board with the required postings at the entrance on the facility. This facility will have (2) classrooms. The Infant classroom will be named the Koalas and the Toddler classroom will be named Turtles. The Infants will have their individual storage space located inside the classroom. LPA observed the Toddlers to have their individual storage space located in the hallway next to the entrance. Toys were observed to be clean and safe. Furniture and equipment were inspected for age appropriateness and good repair. Central air and heating are available in the classroom. The napping area was observed to have 6 cribs available for infants to use. There are napping cots available for the infants and toddlers. There will be drinking water available in form of a water dispenser with disposable cups. A bottle warmer were observed in the kitchen area of the Infant classroom. LPA observed a washer and dryer available in the kitchen area. Per Director, will be use daily to clean the children sheets. A refrigerator was observed in each classroom which contains individual clear bins with children names label on each. Per Director, Parents will provide lunches for their child and the facility will provide the snacks. LPA observed high chairs and feeding chairs available in each classroom. There are trash cans with tight fitting lids available in the classrooms. There are smoke detector and fire extinguisher located in the classrooms. LPA observed both Infant and Toddler classrooms to have a changing table within arm’s reach of a sink. Per Director, parents will provide the diaper and the facility will provide the wipes. The designated isolation area will be the Directors office located next to the infant classroom. There will be a cot available for ill children. Parents will be called immediately if a child become sick. Ill children will use the staff restroom. Licensing staff was guided through the proposed outdoor activity. The outdoor activity area was observed physically separated via a fence. There is age appropriate play equipment in the playground. Drinking water will be available to children via a water pitcher and disposable cups. There is shade provided via canopy. No transportation is being conducted by the facility. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility plans to provide Incidental Medical Services- IMS. For IMS information, see Evaluator Manual- Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Based on measurements obtained today, capacity for Infant classroom measured for 16 children and the Toddler classroom measured for 18 children. Toddlers Program was observed not have a separate designed outdoor space. The applicant will need to request a waiver for the toddlers’ program to share the Infant outdoor space a separate staggered schedule. The director has submitted a request to allow the toddlers to utilize the infant outdoor space on a staggered schedule. LPA informed applicant that waivers are not automatically granted and will need to be review by the Regional Office for final approval before licensure will be granted. LPA obtained pictures of the outdoor play areas during this inspection. Exit interview conducted and report was reviewed with the Director, Suzie Johnson.
