What Happened
Two complaint investigations conducted same day. First complaint regarding over-ratio injuries unsubstantiated (one parent reported unreported bite incident, but three others reported no injuries; licensee acknowledged biting child and working with parents). Second complaint substantiated: facility exceeded licensed capacity with 14+ children observed and photo evidence showing over 20 children at times. Type A citation issued for capacity violation.
