What the inspector wrote

Licensing Program Analyst (LPA) Lilli Babcock conducted an unannounced Case Management – Licensee Initiated visit to the above facility for the purpose of evaluating the Licensee’s request for a capacity increase from 8 to 14. Fire clearance for a capacity of 14 was granted on 12/2/25. LPA met with Licensee, Karla German, to whom the reason for the visit was explained. Per Licensee, there are five children currently enrolled. There were two children present upon arrival. The Licensee was observed to be operating within the license capacity limitations. Per Licensee, two adults and two children currently live in the home. Per Licensee, operation hours are Monday to Friday, 4:30 AM to 6:00 PM. Licensee states that they care for children aged 6 weeks - 12 years of age. This is a one story home that consists of 3 bedrooms, 1 bathroom, kitchen, dining room, living room/day care room, front yard, backyard (fenced) and divided and a detached garage. The backyard is divided by a gate, one side is a designated play area, and the other side is off-limits. The children have access to the living room/daycare room, dining room, kitchen, 1 bathroom, and a fenced-off portion of the backyard which is located on the right side of the backyard, in front of the detached garage. Page 1 of 4 Areas used by children were inspected for safety, comfort, cleanliness, telephone service, ventilation, and heating. Detergents, cleaning compounds, medicines, sharp objects and hazardous items that can pose a danger to children were inaccessible in areas designated for children. Per Licensee, telephone service is via a cell phone that stays at the facility during operation hours, and there is no landline. Per Licensee, areas off-limits to children and parents include 3 bedrooms, the front yard, and the off-limits section of backyard including a storage shed and detached garage. Licensee guided analyst on a tour of the facility. During this visit, all areas identified on the facility sketch that are accessible for children to use were toured and inspected. The following was observed: Per Licensee, there is central air and heating in the home. The Licensee states there are poisons on the premises which are locked in the off-limits garage with a key lock. LPA advised that all poisons should be locked with a key or combination lock. Licensee states there are no bodies of water, firearms or weapons at the facility, and none were observed by LPA on this day. Facility License, Parent’s Rights Poster, and Earthquake Preparedness Checklist were observed to be posted in the entry way of the home. A current children’s roster was available for review. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was purchased on 10/11/25, as indicated on the purchase receipt. Smoke and carbon monoxide detectors were tested and were operable on this day. LPA observed a fireplace in the living room/daycare room. Fireplace was observed to be barricaded with a piece of plywood screwed into the stone surround making it inaccessible for children in care. All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill documented was conducted on 9/15/25. Page 2 of 4 The home is observed to be clean and orderly. There are first aid supplies available. There are age-appropriate toys available for children. Appropriate sleeping arrangements in form of cribs, and cots were observed. Licensee states that she is currently caring for two infants. LPA Babcock observed a sleep log for the infants. Currently, children are using a a fenced-off portion of the backyard which is located on the right side of the backyard and in front of the detached garage, for outdoor play time. The outdoor play area was observed to be fenced and LPA observed the outdoor area has toys and other materials for children to play with. There is one dog on the premises. Per licensee, the dog is kept in the off-limits portion of the backyard during daycare hours. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home. LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs, and/or any other item that fall into these categories are not permitted in a family child care facility. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Page 3 of 4 LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Karla German, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited. The capacity increase request for a Large Family Child Care will be submitted for review. Once a capacity increase is issued, the Licensee is required to adhere to the terms and limitations as stated on the license. A notice of site visit was given and must remain posted for 30 days.
