What the inspector wrote

An announced pre-licensing site inspection was conducted today by Licensing Program Analyst (LPA) Crystal Green to inspect and measure facility for capacity determination. Applicant is seeking to provide care for an Infant Program with a Toddler Option Program. Licensing staff met with Applicants, Lydia Nandakumaran and Rajeev Nandakumaran, who guided analyst on a tour of the facility. This proposed Infant Program with Toddler Option Program will operate from Monday through Friday from 7:30 AM until 5:00 PM. This facility is located on the premises of Lake Avenue Congregational Church. Parents will utilize the main parking lot for parking which is accessible from Maple Street or Villa Street. Children will be escorted by their parents to their designated classroom. There will be a parent board with the required postings located within each classroom. At 10:30 AM, Licensing staff was guided through a tour of the proposed Infant and Toddler classrooms. This facility will have a total of (4) classrooms- FL 101, FL 102, FL 103, and HH 101. The indoor space for the Infants and Toddler was observed to be physically separated. The designated Infant classrooms will be FL 101 and FL 102. Play equipment and materials for infants were inspected for cleanliness and safety. Individual storage space was observed to be available for each child. The classroom also has feeding chairs available. A bottle warmer will be available in classroom FL 101 and FL 102. The infant napping area was observed located within classroom FL 101; LPA observed the napping area to have 7 cribs available for infants to use. There are napping cots available for the older infants and toddlers.LPA observed the infant classrooms to share access to 3 toilet and 3 sinks. There is a changing table located within arm\342\200\231s reach of a sink in classroom FL 101. LPA also observed changing tables located within the restroom area. Page 1 of 3 The designated Toddler Option classroom will be FL 103 and HH 101. LPA observed the toddler to have access to 4 toilets and 4 sinks. All toilets and sinks are in safe and sanitary operating conditions. The children will have their individual storage space located inside the classroom. Toys were observed to be clean and safe. Furniture and equipment were inspected for age appropriateness and good repair. Central air and heating are available in the classroom. There are trash cans with tight fitting lids available in the classrooms. There will be drinking water available in each classroom via water fountain and dispenser. The children will also have their personal sippy cups. LPA observed a kitchen prep area located within each classroom. There is a washer and dryer on site. Per Applicant, the children\342\200\231s sheets will be cleaned daily. A refrigerator was observed in each classroom. Per Director, Parents will provide lunches for their child and the facility will provide the snacks. There are smoke detector and fire extinguisher located throughout the facility. The designated isolation area will be the Directors office located next to the toddler classroom HH 101. There will be a cot and chairs available for ill children. Parents will be called immediately if a child become sick. Ill children will use the staff restroom. Licensing staff was guided through the proposed outdoor activity. The outdoor activity area was observed to be physically separated into 3 designated areas. The Infants will utilize Space 1 and Space 2. The Toddler will utilize Space 3 as their designated outdoor space. The designated play areas for the Infants and Toddler were observed to be physically separated by a fence. There is age-appropriate play equipment in the playground. Drinking water will be available to children via a water fountain and personal sippy cups. There is shade provided via canopy. No transportation is being conducted by the facility. Applicants was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Page 2 of 3 LPA reviewed with the applicant the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. LPA discussed the safe sleep regulations with the applicants and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed the applicants of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. An approved Fire Clearance has been received by the Department from the Pasadena Fire Department. Based on the measurements obtained today, capacity for Infant license will be 40 children which 16 will be designated for Infants capacity and the Toddler Option program will have a capacity of 24.
