Licensing Program Analyst (LPA) Veronica Martinez Garza conducted an unannounced Annual/Random inspection at the above facility on 12/09/25 at 08:55am. At 09:00am LPA met with Ruichan Situ licensee who guided LPA on a tour of the facility. There were 03 children present. Also present was the licensee\342\200\231s assistant/husband. Per licensee, 05 children are enrolled. Operation hours are Monday through Friday 08:30am \342\200\223 06:00pm. The purpose of the inspection is also for an increase in capacity. The licensee requested an increase in capacity from 8 to 14 on 11/18/25 and the fire clearance was granted on 11/25/25. This is a one-story home which consists of 3 bedrooms, 2 bathrooms, living room, dining room, kitchen, family room, driveway, backyard (fenced), and garage. Areas accessible to children include living room, dining room, kitchen as a walkway, family room, 1 bathroom (located in the family room), and backyard. Per licensee, areas off limits to children and parents include 3 bedrooms, 1 bathroom, driveway, and garage. According to the licensee, there are no pets on the premises. Family members residing in the home are 3 adults and 1 minor. LPA toured all areas identified on the facility sketch used by children during this visit and were inspected for safety, comfort, and cleanliness. Tour began in the family room where LPA observed age-appropriate toys and materials for children. According to the licensee the family room is mainly used for activities. LPA toured the children\342\200\231s bathroom which is located in the family room. LPA observed the bathroom to be safe and in sanitary conditions. There is one bedroom in the family room that is off-limits, and LPA observed the bedroom door was closed to make it inaccessible to children. There is also a closet in the family room that was observed to be properly closed with a safety latch. The licensee opened the closet, and LPA observed it is used as storage. Page 1 of 4 The family room connects to the kitchen which the licensee stated it is off-limits to children and has a well mounted child proof gate. Per licensee children walk through the kitchen to access the dining room and living room. Licensee stated that when children walk through the kitchen the drawer were knives are store is locked, and children walk under supervision. Licensee also has a well mounted child proof gate between the dining room and the kitchen which is used when children are in the living room/dining room. LPA toured the living room and dining room and observed furniture, dining room table with chairs, napping equipment (cots and (1) play pen). The play pen was observed to meet safe sleep regulations. According to the licensee, children only use the living room and dining room for nap time. The living room connects to the other bedrooms and bathroom; however, the licensee has a well mounted child proof gate to make it inaccessible. There\342\200\231s also a first aid kit readily available. LPA observed that the smoke and carbon monoxide detectors were operable. The valve on the required 2A10BC fire extinguisher indicates fully charged and was purchased on 12/18/24, per the attached receipt. According to the licensee, a newly purchased fire extinguisher will be delivered on 12/10/25 and proof was purchased was observed during the inspection. Per State Fire Marshall standards, fire extinguishers shall be serviced annually. LPA observed the following required posted documentation in the living room. Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form, LIC 610- Emergency Disaster Plan and PUB 269 California Child Passenger Safety Law. All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill conducted was on 06/30/25. Children\342\200\231s roster was available for review during the inspection and was observed to be current. Per licensee, food is provided to children. Licensee was advised that if food is brought from the children\342\200\231s homes, all containers must be labeled with the child\342\200\231s name and properly stored or refrigerated. The facility has a working telephone, ventilation, and heating. Detergents, cleaning compounds, medications, and other items which could pose a danger to children were observed to be inaccessible to children. The licensee states poisons are locked in the home. According to the licensee, there are no firearms, weapons or bodies of water in the home. Page 2 of 4 Children use the back yard for outdoor play. LPA observed the back yard has adequate shade, age-appropriate toys, and equipment for children. LPA observed a washer in the backyard that was covered which did not pose any risk to children in care. LPA did not observe any objects that could be hazardous to children in care. LPA advised the licensee to check with the American Standard Testing Materials for Playground Guidelines and/or to use the manufactures recommendations for the playground equipment in efforts to be more in line with safety guidelines. Licensee understands that children should be supervised at all times. Children and staff records were reviewed and observed to be complete. Children and staff names were documented on the LIC 811, and a copy was provided to the licensee during the inspection. AB1207 Mandated Child Abuse Reporting \342\200\223 On or before March 30, 2018 , any person who works in a child care facility shall complete the training and renew the training every 2 years. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Page 3 of 4 Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee Ruichan Situ confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. The licensee provided proof of control of property. The capacity increase will be granted pending final file review, and the license will be amended to reflect the new capacity of fourteen (14) children. At this time, the facility is in compliance with California Title 22 Regulations. Therefore, there are no deficiencies being issued today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Ruichan Situ.
