Page 1:
On 7/23/2024 at 12:45pm, Licensing Program Analyst (LPA), Crystal Green conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPA met with Applicant Representatives, Joy Cyprian, Crystal Cyprian, and Denisse Calderon. The Applicant, Joy's Children's Learning Center, Inc., is requesting to be licensed for 40 children: (34) preschoolers ages 3 to 6 years old in classrooms 1, 2, 4, and the enrichment area; (6) infants ages 0 to 24 months in classroom 3. Hours of operation will be Monday to Friday from 7:30am to 5:30pm.
All indoor and outdoor activity space utilized for the children was inspected today. LPA observed the building to have a second floor. Per Joy Cyprian, the second floor is off-limit to the children and is only available to staff. LPA informed Applicant Representatives that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Applicant Representatives stated that they will be in kitchen area in a locked cabinet. A fully equipped first aid kit is located throughout the facility. There is an operational carbon monoxide detector on site located throughout the facility. All required licensing documents were observed posted in the main office area. Children will be signed in and out at front desk main office area.
LPA continued to tour the facility and measured all indoor and outdoor activity space. The total Infant indoor activity space measured for 246.51 square footage, which is sufficient to accommodate the requested infant capacity of 6 children. The total preschool indoor activity space measured for 1,190.55 square footage, which can only accommodate 28 preschool children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, cribs, bookshelves, and other activity supplies for the children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via water pitcher.

LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 07/02/2024.
In the infant room, highchairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing table is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. LPA observed the designated crib area to have 3 cribs. Crib area is separated from activity space via a fixed structure wall. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept within the Infant Classroom. Needs and Services Plans and Sleep Plans are kept within the Infant Classroom.
LPA observed a total of 6 sinks, 2 toilets, and 2 potty chairs available for children\342\200\231s use. The infant room have at least one potty chair or toilet for every five infants. These are sufficient to accommodate the requested overall capacity of children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the main office area.
Facility will provide AM and PM snacks. Lunch will be brought into the facility prepared by a third-party vendor. There is a kitchen area on site that includes refrigerator, stove, sink, food prep counter, microwave, washer, and dryer. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via the main entry door will remain locked.
The facility currently has only one fully fenced playground area that will be designated for the preschool program. LPA advised the applicant representative that a waiver will be needed to allow the infant program to use the preschool yard using a staggered play schedule. Fencing is made of a brick wall which is at least four feet high. The total square footage for all the outdoor activity space for the preschool is 1,592.44 square footage, which is insufficient to accommodate the requested preschool capacity. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure.

Shade is provided via shade ship sails. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via children personal water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant representatives was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
Applicant representatives was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with applicant representative the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
LPA discussed the safe sleep regulations with applicant representative and discussed the Child Care Licensing Safe Sleep webpage at:

, as an additional resource. LPA also informed applicant representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Applicant Representatives was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. During this inspection, LPA obtained a waiver request letter. The Applicant Representatives was informed that the waiver request will be reviewed by the Regional Office for final approval in order to obtain the capacity of 34 children (28 preschoolers and 6 infants).
Upon a final file review and approval of the outdoor waiver request, a license for 34 children will be granted.
