What the inspector wrote

On 1/30/2025 at 12:40 pm, Licensing Program Analyst (LPA), Crystal Green conducted an unannounced Case Management inspection to change the existing facility licensed capacity. LPA met with Licensee Representatives Joy Cyprian and Crystal Cyprian. This facility is currently licensed to serve 34 children: (6) infants ages 0 to 24 months in classroom 3 and (28) preschoolers ages 3 to 6 years old in classrooms 1, 2, 4, and the enrichment area. The Licensee, Joy's Children's Learning Center, Inc., has requested to change their licensed capacity for the infant program to 21 Infants from ages 0 to 24 months in classrooms 1, 2, and 3; and decrease the preschool licensed capacity to 12 preschoolers from ages 2 to 6 years old in classroom 4 and the enrichment area with the overall licensed capacity of 33 children. Hours of operation will be Monday to Friday from 7:00am to 6:00pm. Present during today\342\200\231s inspection were 10 napping preschoolers with 1 staff and 6 infants with 4 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Facility Representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA continued to tour the facility. LPA did not obtained measurement during this inspection. Per Licensee Representatives, no changes have been made to the facility\342\200\231s indoor and outdoor activity space. Total infant indoor activity space measured 769.84 square footage, which is sufficient to accommodate the requested infant capacity. Total preschool indoor activity space measured 442.45 square footage, which is sufficient to accommodate the requested preschool capacity. LPA observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, napping cots, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Page 2: Drinking water is available in the classrooms via filter water jugs and filtered water dispenser. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 12/11/2024. Infant feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. Changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high. LPA observed the changing table to located within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. LPA observed the designated crib area to have 4 cribs. Crib area is separated from activity space via a fixed structure wall. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Per Licensee Representatives, additional cribs will be obtained when more infants requiring cribs are enrolled. Sleep logs are kept within the Infant Classroom 3. Needs and Services Plans and Sleep Plans are kept within the Main office area in a locked cabinet. LPA observed a total of 6 sinks, 2 toilets, and 2 potty chairs available for children\342\200\231s use. The infant room have at least one potty chair or toilet for every five infants. These are sufficient to accommodate the requested overall capacity of children. There is a separate staff restroom equipped with a toilet and a sink located in the upstairs loft area. The isolation area for children who are ill will be the Director\342\200\231s office located in upstairs the loft area. Facility will provide AM/PM snacks and Lunch. There is a kitchen area on site that includes refrigerator, stove, sink, food prep counter, microwave, washer, and dryer. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via the main entry door will remain locked. This facility currently has only one fully fenced playground area that is currently designated for the preschool program that will be designated as the Infant play yard. There is an approved waiver already on file to share usage of the outdoor space between the Infant and Preschool programs using a staggered play schedule. The total square footage for all the outdoor activity space is 1,592.44 square footage, which is sufficient to accommodate the requested of both infant and preschool capacity. Page 3: There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via children personal water bottles and filter water jugs. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant representatives was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Licensee representatives was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. No corrections are needed. Upon a final file review, a license will be granted to serve 33 children: (21) Infants from ages 0 to 24 months in Infant classrooms 1, 2, and 3; and (12) preschoolers from ages 2 to 6 years old in Preschool classroom 4. Exit interview conducted and report was reviewed with the Licensee Representatives, Joy Cyprian and Crystal Cyprian. A notice of site visit was given to Licensee Representative, Joy Cyprian and Crystal Cyprian and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
