On 3/5/26, Licensing Program Analyst (LPA) Lilli Babcock conducted an unannounced annual inspection to the above facility. LPA met with Licensee, Irma Paredes, to whom the reason for the visit was explained. Per Licensee, there are 9 children currently enrolled. Upon arrival there were 2 children present in addition to Licensee. Licensee's assistant arrived at the facility at 10:10 am. The licensee was observed to be operating within the license capacity limitations. The licensee states that 3 adults and no children currently live in the home. Per Licensee, there is one assistant working in the facility. All adults living in the home and assistant have obtained a criminal record clearance. This is a one-story home that consists of 2 bedrooms, 2 bathrooms, dining room, living room, daycare room, kitchen, laundry room, 3 detached garages, fenced front yard, fenced side yard, and fenced backyard. There are two addresses on the property; 12023 and 12025 Hemlock Street. The licensee lives at 12023 Hemlock St. which is located in the front house. The back house is 12025 Hemlock St. Per Licensee, the children use the daycare room, 1 bathroom, living room, dining room, kitchen, front yard which is fenced, and side yard which is fenced. Areas that are used by children were inspected for safety, comfort, and cleanliness. Page 1 of 5 Based on the Facility Sketch and per licensee, areas off-limits to children and parents are: 2 bedrooms, 1 bathroom, laundry room, back yard and 3 garages. LPA observed these areas to be inaccessible to children in care. The Licensee understands that licensing staff may have access to off-limit areas during inspection visits if necessary . Licensee guided analyst on a tour of the facility. During this visit, all areas identified on the facility sketch that are accessible for children to use were toured and inspected and the following was observed. Facility License, Emergency Disaster Plan, Parent\342\200\231s Rights Poster, and Earthquake Preparedness Checklist were observed to be posted in the entryway of the home. A current children\342\200\231s roster was available for review. There is telephone service via a landline and cellphone. Hours of operation are Monday \342\200\223 Friday, 8:00 am \342\200\223 6:00 pm. Per Licensee there is central air-conditioning and heating in the home. Detergents, cleaning compounds, medicines, sharp objects and hazardous items that can pose a danger to children were observed to be inaccessible in areas designated for children. Licensee states that poisons are kept in the laundry room. LPA observed the laundry room to be locked with a lock and key. Applicant was advised that any poisons must be locked with a key or combination lock. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was purchased on 3/1/26, as indicated on the purchase receipt. Smoke and carbon monoxide detectors were tested and were operable on this day. All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill documented was conducted on 2/24/26. The home is observed to be clean and orderly. There are first aid supplies available. There are age-appropriate toys available for children. Appropriate sleeping arrangements in form of cots and playpens were observed. Page 2 of 5 Licensee states that she is currently caring for three infants. LPA observed a sleep log and LIC 9227 for the infants. Currently, children are using the fenced front and side yards for outdoor play. The outdoor play area was observed to be fenced. LPA observed that the outdoor yard has toys and other materials for children to play with. Licensee states there are no firearms, weapons, pets, fireplaces or bodies of water on the premises, and none were observed by LPA on this date. Children\342\200\231s records were reviewed, including emergency information and were observed to be complete. Licensee and staff records were reviewed. The licensee and other personnel have current Mandated Reporter training and current Pediatric First Aid and CPR. LPA issued an LIC 857, Children\342\200\231s Record Review, and LIC 859, Staff Record Review to the licensee which documents staff and children\342\200\231s files reviewed during this inspection. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home. LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs, and/or any other item that fall into these categories are not permitted in a family child care facility. Page 3 of 5 Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Page 4 of 5 Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Licensee, Irma Paredes, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
