What the inspector wrote
On 5/20/2024 at 10:15 am, Licensing Program Analyst (LPA), Crystal Green conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPA met with Applicant Representative, Megha Sahni. Applicant, Superior Education Group, LLC., has requested to be licensed for 24 preschoolers ages 2 to 5 years old in the classrooms called the Dragonfly and Firefly, and 6 toddlers ages 18 to 36 months in the Butterfly classroom; The total requested capacity is for 30 children. Hours of operation will be Monday to Friday from 7 am to 6 pm.
This facility is located next to the First Lutheran Church of Temple City. The entrance to the facility will be accessible via the side gate next to the parking lot of the church. Parent will have access to the keypad entrance and or will notify facility of their arrival via phone contact. Parents and visitors will not have access to the front door of the facility facing the road.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Megha Sahni that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Megha Sahni stated that they will be stored in the Directors office. A fully equipped first aid kit is also located throughout facility. There is an operational carbon monoxide detector on site located throughout the facility. All required licensing documents were observed posted in the main entrance near the Firefly classroom. Children will be signed in and out at the main entrance using an electronic iPad application.
LPA continued to tour the facility and measured all indoor and outdoor activity space. The total toddlers indoor activity space measured 224.58 square footage, which can only accommodate the requested capacity of 6 children. The total preschooler\342\200\231s indoor activity space measured 947.58 square footage, which can accommodate the requested capacity of 24 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children.
Page 2: Drinking water will be available to children via filtered water jug and children will have their personal drinking cups. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 3/15/2024 by the LA County Fire Department.
LPA observed a total of 3 sinks and 3 toilets available for children\342\200\231s use. These are sufficient to accommodate the requested capacity of children. LPA observed the Toddlers option program to not have its own separate toilet or sink available. Per Applicant Representative, Children enrolled in the Toddler option program will not be using the toilet only the sink for handwashing. LPA advised that a waiver must be request in order to allow the toddlers to share usage of the sinks with the preschool program. LPA observed a changing table to be located within the Butterfly and Dragonfly classrooms. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be located in the Directors Office. The ill children will use the staff restroom.
Facility will provide AM/PM snacks. Lunch will be provided by the parents. There is a kitchen area located in facility between the Firefly and Butterfly classroom. The kitchen area includes refrigerator, sink, and microwave. The kitchen area was observed to be free of hazards. Per Applicant Representative, the kitchen area will not be used for the children food or snack prep.
The facility currently has a fully fenced playground area called the main yard designated for the preschoolers and the side yard designated for the toddlers. The fencing surrounding the main yard is made of wrought iron fencing which was observed to be at least four feet high. LPA obtained measurements of the designated preschoolers\342\200\231 yard which calculated to be 3,175.54 square footage, which can accommodate the preschool requested capacity of 24. The measurements of the designated toddlers\342\200\231 yard calculated to be 660.45 square footage, which can accommodate the toddler requested capacity of 6. LPA observed the designated toddler\342\200\231s yard to be missing a fencing separating their designated outdoor space from the preschooler\342\200\231s outdoor space. Shade is provided via shade tents. There are sufficient outdoor age-appropriate toys and play equipment available on the main playground area. There is adequate cushioning in fall zones of climber provided by wood chips. Drinking water will be available via filter water jugs with personal sippy cups. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Per Applicant Representative, she will begin the process for lead testing for the facility once the school obtains licensure.
LPA reviewed with the applicant representative the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
Applicant representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant Representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The following corrections are needed prior to the issuance of the license:
\342\200\242 The Applicant will need to submit proof of the gate separating the designated toddler outdoor space from the designated preschool outdoor space.
During this inspection, LPA advised Applicant Representative that a waiver allowing the toddlers and the toddlers parents to cross through the designated preschool areas in order to reach the toddler classroom and a waiver to share the handwashing sinks located in the designated preschool restroom will be needed. LPA obtained a waiver request letter and pictures of the facility. The Applicant Representative, Megha Sahni, was informed that waiver request will be reviewed by the Regional Office for final approval in order to obtain the capacity of 30 children.
Applicant Representative, Megha Sahni, understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
