What the inspector wrote

On April 2, 2026, Licensing Program Analyst (LPA) Staicy Perry conducted an unannounced annual visit to the above facility. License stated that she currently has 8 children enrolled. Licensee states that she has 1 infant in care. Licensee has a licensee capacity of 14 and was granted on 7/22/2025. LPA met with Licensee, Anna Lam to whom the reason for the visit was explained. Also present during the visit is licensee minor child and 1 adult child. The licensee was observed to be operating within the license capacity limitations. Operating hours are Monday to Saturday from 7:00 a.m. to 9:30 p.m. and care for children ages 0 to 13 years old. The home consists of 2 bedrooms, 2 bathrooms, office, kitchen, living room, front yard, backyard which is fenced, and detached garage. Per Licensee Anna, the children use bathroom located in living room and portion of the backyard. Areas that will be used by children were inspected for safety, comfort, cleanliness, telephone service, ventilation, and heating. Per Licensee Anna, the home has central air and heating. Detergents, cleaning compounds, medicines, sharp objects, and hazardous items that can pose a danger to children are inaccessible in areas designated for children. Anna states that there are no poisons on the premises. LPA advised licensee Anna that any poisons are required to be locked under key or combination lock. Based on the Facility Sketch submitted, areas off-limits to children and parents are: bedrooms, office, front yard, portion of backyard and the detached garage. All areas inaccessible for children were observed to have a security gate making them inaccessible to children in care. The licensee states that 4 adults and 1 child currently live in the home. All adults living in the home have obtained a criminal record clearance. LPA observed the furniture, children’s materials, to be in good condition and age appropriate. LPA did not observe a fireplace and did observe a wall heater that is located in an off-limit area and made in accessible to the children in care. LPA observed 1 crib for infants and cots for the older children and observed to be free from bumper pads, blankets, pillows and hanging items. LPA Perry observed cleaning compounds items, stored in the kitchen making it inaccessible for children. LPA observed the knives and sharp objects stored inside the kitchen cabinet making it inaccessible for children to open. For water drinking, licensee stated she provides water bottles. The licensee stated the facility provides lunch, PM Snack and dinner. LPA informed licensee any food brought from the children's homes, the container shall be labeled with the child's name and properly stored or refrigerated. Licensee stated she currently does not have any children with severe food allergies nor on medication. LPA Perry entered the bathroom and observed the toilet, hand washing sink, hand soap and LPA did not observe hazard materials and observed the restroom to be in good condition. LPA reminded licensee and personal items (ex; shampoo, toothpaste, mouthwash, or items that fall into that category) must be made inaccessible to children. LPA Perry asked the licensee if there were any pets, poisons, firearms, weapons, or bodies of water. The licensee stated she has no pets, no poisons and no bodies of water, no firearms, and no weapons. LPA did not observe pets, poisons, firearms, weapons, nor bodies of water. The license was informed that if any poisons (ex; drano, rat poison or items that fall into that category), firearms and weapons are purchased, it is required to be locked with a key or combination lock, and firearm and ammunition must be stored separately. LPA Perry observed the required 2A10BC fire extinguisher located in the kitchen and the valve on the green area indicating fully charged and purchased on 11/10/2025. LPA observed a carbon monoxide detector and smoke alarm located in the living room area. Per licensee they are operable. LPA observed the first aid complete with band aids, gauzes, adhesive bandages, and antiseptic wipes and located in the kitchen cabinet. For ill isolation, licensee stated she utilizes a corner of the living room. LPA Perry observed the last emergency drill conducted on March 30, 2026. Per licensee, she provides transportation to school drop off and or pickups. LPA Perry inspected the play outdoor (backyard) area that is utilized by children for safety, comfort, and cleanliness. LPA observed the backyard to be fenced. LPA Perry observed the play equipment to be age appropriate and in a safe condition, free of sharp, no lose or pointed parts. For outdoor water drinking, children bring out their water bottles. LPA Perry observed licensee Red Cross Pediatric First Aid/ CPR certification expires on 6/7/27 and Health and Safety certification dated 2/18/2026 and licensee has proof of immunization against Pertussis, MMR, and Influenza declination. License has completed the Child Abuse Mandated Reporter (AB 1207) training which expires August 31, 2027. Licensee was advised that the mandated reporter training must be completed every 2 years and is available at www.mandatedreporterca.com . Co-Licensee Donny file was observed, LPA Perry observed Co-licensee Red Cross Pediatric First Aid/ CPR certification expires on 8/16/2027 and Health and Safety certification dated 1/18/2024 and Co-licensee has proof of immunization against Pertussis, MMR, and Influenza declination. Co-Licensee has completed the Child Abuse Mandated Reporter (AB 1207) training expires April 15, 2026. LPA Perry observed the postings License, LIC 9148 Earthquake Preparedness Checklist, LIC 610A Emergency Disaster Plan, Pub 394 Notification of Parents Rights, and LIC 999 Facility sketch. LPA also reviewed children’s roster, children files including sleep logs and staff files. LPA observed the files to be complete. Licensee was advised that the mandated reporter training must be completed every 2 years and is available at www.mandatedreporterca.com . LPA Perry observed the postings License, LIC 9148 Earthquake Preparedness Checklist, LIC 610A Emergency Disaster Plan, Pub 394 Notification of Parents Rights, and LIC 999 Facility sketch. LPA also reviewed children’s roster, children files including sleep logs and staff files. LPA observed the files to be complete. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 2202-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the Licensee Anna Lam, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
