What the inspector wrote

On 07/09/2024 at 10:15 am, Licensing Program Analyst (LPA) Crystal Green and Licensing Program Manager (LPM) Brandi Van Oosten conducted an announced licensing inspection. Licensing staff met with Facility Representative Rosalyn Sevgiyan. This location is currently licensed to operate as an Infant Program- 198021222 with a capacity of (64) children from ages 3 to 24 months in classrooms Rose, Peach, Coral and Lilac. The Preschool Program- 198021221 is licensed with a capacity of (30) children from ages 2 to 6 years old in the green classroom and Community Room. The Licensee, Brella Pasadena LLC, has requested to increase the preschool capacity to (54) children by removing an infant classroom called Lilac which will reduce the infant capacity to (48) children for a new overall capacity of 102 children. Due to Assembly Bill (AB) 605, this location will be converted into a single License which is the conversion of currently licensed Child Care Centers with multiple licenses and is owned and operated by one licensee at a common address for different age components. The hours of operation will be Monday to Friday 8am to 6pm. Present during today\342\200\231s inspection were 33 infants and 14 preschoolers. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Rosalyn Sevgiyan that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. Page 2: Licensing staff continued to tour the facility and measured new indoor activity space for the preschool program. Total preschool indoor activity space measured 1,913.67 square footage, which is sufficient to accommodate the requested increase of capacity of 54. The total infant indoor activity space measured for 1,708.22 square footage. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs/ napping mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water fountains and personal water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 6/18/2024. In the infant classroom, Licensing staff observed feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. Changing pads was observed to have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing pad is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via fixed wall. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are maintained by staff using the ProCare App. Needs and Services Plans and Sleep Plans are kept in each child\342\200\231s file. Licensing staff observed a total of 7 sinks and 7 toilets available for children\342\200\231s use. There are several potty chairs available within each classroom for children\342\200\231s use. These are sufficient to accommodate the requested overall capacity of 102 children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the staff restroom located near the front office. This facility offers AM/PM snacks and offers lunch as an additional purchase option which is prepared meals provided through a third- party vendor called Little Spoons. The kitchen area currently includes refrigerator, sink, microwave, and food prep countertop. There is also a washer and dryer located with the kitchen area. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via locked door. Page 3: The facility currently has one fully fenced outdoor playground area which is designated for the preschool program. Fencing was observed to be at least four feet high. The total square footage for the outdoor play space is 2, 250.00 square footage, which can only accommodate 30 children at one time. There is an approved waiver on file that allows the infant to utilize the preschool yard using a staggered play schedule and to obtain their licensed capacity. Shade is provided via fixed shade structure. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via child\342\200\231s personal water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Facility Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. No corrections are needed. Upon a final file review, a license for 102 children (48 infants and 54 preschoolers) will be granted. Exit interview conducted and report was reviewed with the Facility Representative, Rosalyn Sevgiyan.
