What the inspector wrote
On 08/22/2024 at 2:00 pm, Licensing Program Analyst (LPA), Crystal Green conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPA met with Applicant Representatives, Ani Saghatelyan and Tigran Grigoryan. The Applicant, ABC Academy USA, has requested to be licensed for 50 preschoolers ages 2 to 6 years old in (4) classrooms: 1, 2, 3, and 4. Hours of operation will be Monday to Friday from 7:00 am to 11:00 pm.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed the applicant representatives that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Ani Saghatelyan stated that they will be stored in a locked cabinet located within the office. A fully equipped first aid kit is located throughout the facility. There is an operational carbon monoxide detector on site located throughout the facility. All required licensing documents were observed posted next to the main entrance to the facility. Children will be signed in and out outside at the main entrance.
LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 1, 750.19 square footage, which can accommodate the requested capacity of 50 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. LPA observed an emergency exit door located within each classroom that leads directly outside. The emergency exit must remain unlocked according to Building Safety however to assist with the supervision of the children in care. LPA advised the applicant representative to install door chimes or door sound alarms on the (4) doors that led directly into the outdoor space.

Drinking water will be available in the classrooms via disposable water bottles and the children\342\200\231s personal water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 7/09/2024 by the Glendale Fire Department.
LPA observed a total of 6 sinks and 4 toilets available for children\342\200\231s use. These are sufficient to accommodate the requested capacity of 50 children. There is a separate staff restroom equipped with a toilet and a sink located next to the main office. The isolation area for children who are ill will be the separate designated isolation area located next to the Director office.
Facility will provide AM/PM snacks and lunch. There is a fully functioning kitchen located next to the office area which will keep inaccessible to children via a closed door. The kitchen area currently includes refrigerator, stove, microwave, sink, and food prep countertop. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials.
The facility currently has a fully fenced playground area. Fencing was observed to be at least four feet high. LPA obtained measurements of the designated area which calculated to be 4,396.61 square footage, which can accommodate the requested overall capacity of 50 children. LPA observed the outdoor activity space to have insufficient outdoor age-appropriate toys and play equipment available. Shade is provided via (2) large shade trees. There is insufficient cushioning in fall zones of the playground. Drinking water will be available via children\342\200\231s personal water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Representatives was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA advised applicant to keep the document on file regarding completing the lead testing.

Applicant representatives was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with the applicant representative the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
Applicant Representatives was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Upon receipt of the proof of corrections and a final file review. A license with a capacity of (50) children ages 2 to 6 years old in (4) classrooms: 1, 2, 3, and 4 will be granted upon a final file review.
