What the inspector wrote

On 2/11/2025 at 12:50 pm, Licensing Program Analyst (LPA), Crystal Green conducted an unannounced Case Management inspection regarding licensee\342\200\231s request to increase the existing capacity. LPA met with Licensee Representatives, Lusine Petrosyan and Ani Saghatelyan. This facility is currently licensed to serve 50 preschool children from ages 2 to 6 years old in (4) classrooms: 1, 2, 3, and 4. The Licensee, ABC Academy USA, has requested to increase their licensed capacity to serve 68 children from ages 2 to 6 years old in (6) classrooms: 1, 2, 3, 4, 7, and 13. Hours of operation will be Monday to Friday from 7:00am to 11:00pm. Present during today\342\200\231s inspection were 12 children with 2 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Facility Representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA continued to tour the facility and obtained measurement for the new additional space from both indoors and outdoors. The new total indoor activity space measured 2380.19 square footage, which is sufficient to accommodate the requested capacity. LPA observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via filter water jugs and filtered water dispenser. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 10/31/2024. LPA observed a total of 6 sinks and 5 toilets available for children\342\200\231s use. These are sufficient to accommodate the requested overall capacity of children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the Director\342\200\231s office. Page 2: Facility will provide AM/PM snacks and lunch. There is a fully functioning kitchen located next to the office area which will keep inaccessible to children via a closed door. The kitchen area currently includes refrigerator, stove, microwave, sink, and food prep countertop. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children by being stored in the upper cabinets. This facility currently has a fully fenced playground area located adjacent to the facility and in the rear of the facility. The total square footage for all the outdoor activity space is 5,633.57 square footage, which is sufficient to accommodate the requested capacity increase. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via children personal water bottles and filter water jugs. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant representatives was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Licensee representatives was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. No corrections are needed. Upon a final file review, a license will be granted to serve 68 preschool children from ages 2 to 6 years old in (6) classrooms: 1,2,3, 4, 7, and 13. Exit interview conducted and report was reviewed with the Licensee Representatives, Ani Saghatelyan. A notice of site visit was given to Licensee Representative, Ani Saghatelyan and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
