SAROYAN FAMILY CHILD CARE

What Happened

Informal office meeting regarding capacity increase application. Facility history review reveals serious compliance pattern: 8 Type B deficiencies cited 09/24/25 (all corrected), but critical 10/27/25 incident where inspector observed apparent capacity violation—2 children observed in yard initially but not found inside facility during inspection, suggesting possible hiding or misconduct. Two Type A violations issued for operating over capacity and staffing ratio violations. Department will grant large family child care license but with frequent inspections for one year.

Observations

  • 10/27/25 critical incident: LPA observed 2 female children and male adult in backyard through fence; upon entering, licensee claimed to have gotten gate remote; only 6 children visible inside, but total of 8 children (6+2 observed outside) present during inspection, exceeding capacity by 2
  • Licensee's husband left home during facility operation hours; licensee's claim of only 6 children in care contradicted by initial observation
  • Cameras not functioning during inspection
  • Staff not properly trained to receive licensing inspectors
