What the inspector wrote
On 12/11/2024 at 1:00 pm, Licensing Program Analyst (LPA), Crystal Green conducted an announced Pre-Licensing inspection for a Change of Ownership. Upon arrival, LPA met with Applicant Representatives Ridmi Weeraratne, Dohan Weeraratne, and Marlina Ramos. This location is currently licensed as La Crescenta Montessori with (2) separate licenses; a Preschool Program with a Toddler Option (198013375) with a capacity of 45 children: 33 preschoolers and 12 toddlers and an Infant Program (198009548) with a capacity of 14.
Applicant, Kids Land Preschool Corporation, has requested to be licensed for 66 children: 16 Infants from ages 6 weeks to 24 months in the Infant Classroom, 15 toddlers from ages 18 to 36 months in the Toddler Classroom, and 35 preschoolers ages 2 to 6 years old in the Preschool Classroom. Hours of operation will be Monday to Friday from 6:30 am to 6:00 pm.
The entrance to the facility is via the back parking lot facing the alley. Present during today’s inspection were (19) children with (7) staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today.
LPA informed applicant representatives that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, applicant representatives stated that they will be stored in a secured location within each classroom. A fully equipped first aid kit is also located in the Director’s Office. There is an operational carbon monoxide detector on site located near the kitchen area. All required licensing documents were observed posted near the entrance of each classroom. Children will be signed in and out outside of the designated classroom.

LPA continued to tour the facility and measured all indoor and outdoor activity space. The total infant indoor activity space measured was 661.44 square footage, which is sufficient to accommodate the requested overall capacity of 16 children. The total toddler indoor activity space measured was 530.80 square footage, which is sufficient to accommodate the requested overall capacity of 15 children. The total preschool indoor activity space measured was 1236.50 square footage, which is sufficient to accommodate the requested overall capacity of 35 children.
LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, cribs, bookshelves, and other activity supplies for the children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water will be available to children via a filtered water jug into each child’s personal water bottle. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 11/21/2024 by the Glendale Fire Prevention Department.
In the infant room, highchairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. Highchairs are made of washable, moisture-resistant material. LPA observed 5 highchairs available within the Infant Room. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. LPA observed 8 cribs available, which meet regulatory requirements. Crib area is separated from activity space via a moveable wall partition. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in the Infant Room. Needs and Services Plans and Sleep Plans are kept in the Infant Room.
LPA observed a total of 4 sinks and 4 toilets available to the preschool children. These are sufficient to accommodate the requested capacity of preschool children. LPA observed 1 sink and 1 toilet located within the toddler classroom. There is a separate staff restroom equipped with a toilet and a sink located next to the staff breakroom. The isolation area for children who are ill will be located in the Director’s office area. The ill children will use the staff restroom.

The facility will provide AM/PM snacks and lunch will be provided by the parents. There is a full kitchen located on the premises next to the Directors Office. The kitchen area includes a refrigerator, sink, stove, microwave, and food prep countertop. The kitchen prep area was observed to be free of hazards. The kitchen and food storage areas were observed free of rodents and/or vermin.
The facility currently has a (4) fully fenced playground areas: Infant Yard, Toddler Yard, (2) Preschool Yard. The fencing surrounding the playground area is made of wrought iron fencing which was observed to be at least four feet high. LPA obtained measurements of the designated infant outdoor area which calculated to be 1,312.07 square footage, which can accommodate the requested infant capacity. The toddler outdoor area calculated to be 1,312.74 square footage, which can accommodate the requested toddler capacity. The preschool outdoor areas calculated to be 2,907.82 square footage, which can accommodate the requested preschool capacity. There are sufficient outdoor age-appropriate toys and play equipment available within playground area. There is adequate cushioning in fall zones of climber provider via rubber outdoor mats. Drinking water will be available via filter water jug with personal water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Representatives was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
Applicant representatives was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant Representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

No corrections are needed. A license for (66) children: (16) Infants from ages 6 weeks to 24 months, (15) Toddlers from ages 18 to 36 months, and (35) Preschoolers from ages 2 to 6 years old will be granted upon a final file review.
