Page 1:
On 02/05/2026 at 10:00 am, Licensing Program Analysts (LPAs), Crystal Green and Nolan Tcheng conducted an announced Pre-Licensing inspection for a new preschool program. Upon arrival, LPAs met with Applicant Representatives, Anet Grigorian and Lusine Avoyan. Applicant, Arcadia Preschool Academy, Inc., is requesting to be license for 35 preschoolers from ages 2 to 5 years old in preschool classrooms 1, 2, and 3. The hours of operation will be Monday to Friday from 8:00 am to 5:30 pm.
This facility will be located in Unit B behind 21 Dental Group. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Applicant Representatives that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications were on site, Applicant Representatives stated that they would be in a higher cabinet located outside the staff lounge. A fully equipped first aid kit will be located within each classroom. There is an operational carbon monoxide detector on site. LPAs did not observe the required posted licensing documents. All required licensing documents are to be posted in a publicly accessible location in the center. Children will be signed in and out near the front entrance of the center.
LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 1, 415.45 square feet, which can accommodate the requested capacity of preschool children. LPA observed all indoor activity spaces to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water will be available in the classrooms via filtered water fountain. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property.

Fire clearance was granted on 12/23/2025 by the Arcadia Fire Department.
LPAs observed a total of 3 sinks and 4 toilets available for preschool children\342\200\231s use. These are sufficient to accommodate the request capacity. LPAs advised Applicant Representative to obtain additional step stools to make the sink and water fountain age appropriate. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be located adjacent to the office and ill children will use the staff restroom.
Facility will provide AM/ PM snacks. Parents will provide their child lunches. There is a kitchen prep area on site that provides a food prep counter. Hazardous items in kitchen are inaccessible to children via a locked door.
The facility currently has a fully fenced playground area. Fencing observed to be made of wrought iron and concentrate wall which is at least four feet high. The total square footage for all the outdoor activity space is 2642.21 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via shade umbrellas. The seating area was observed to not have shade provided. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. LPA did not observe any high climbing structure on the playground. Drinking water is available via personal water bottles. Applicant Representatives were reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
LPA reviewed with applicant representative LIC 311A (Records to Be Maintained at The Facility) for child\342\200\231s records, personnel records, administrative records, and documents to be posted.
Applicant representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
Applicants were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following corrections are needed prior to the issuance of the license:
- Applicant will need to submit proof parent board place in a publicly accessible location in the center.
- Applicant will need to obtain (4) additional step stools to make the sinks and water fountain accessible to children.
- Applicant will need to submit proof of obtaining shade for the outdoor seating areas.
Applicant Representatives, Anet Grigorian and Lusine Avoyan understand that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
Once the corrections are received, A license for (35) preschool children from ages 2 to 5 years old will be granted upon a final file review. Exit interview conducted and report was reviewed with the Applicant Representative, Anet Grigorian and Lusine Avoyan.
