What the inspector wrote

On 07/10/2025 at 9:50 am, Licensing Program Analyst (LPA), Crystal Green conducted an announced prelicensing inspection to add a new toddler program to an existing preschool license which will be consolidated into a new Single License. LPA met with Licensee Representative, Kara Lewis. This facility is currently licensed as a preschool program (198019784) with a capacity of 74 children serving ages 2 to 6 years old in (4) classrooms: Willow, Sycamore, Oak, and Walnut. The Licensee, Bright Horizon Children Center, LLC. has requested to decrease their preschool program capacity and add a new toddler program the overall capacity will remain at 74 children: (12) toddlers from ages 18 to 36 months in the Walnut classroom and (62) preschoolers from ages 2 to 6 years old in (3) classrooms: Willow, Sycamore, and Oak. The hours of operation will be Monday through Friday from 8:00 a.m. to 5:30 p.m. Visitors and parents enter the front entrance and escort children to the classrooms. Sign in and sign out occurs at the entrance of each classroom. Present during today\342\200\231s inspection were 30 children with 6 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Licensee Representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. Report Continues Page 1 of 3: Page 2: LPA continued to tour the facility and measured the indoor activity space for the new toddler program. The total indoor activity space for the Toddler program measured 475.95 square footage, which is sufficient to accommodate the requested capacity of 12 toddlers. The total indoor activity space for the Preschool program measured 2,212,97 square footages, which is sufficient to accommodate the requested capacity of 62 preschoolers. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filter water dispensers, water jugs, and the child\342\200\231s personal water bottle. LPA observed all hazardous items to be inaccessible to children. LPA observed a total of 7 sinks and 6 toilets available for preschool children\342\200\231s use. The toddler classroom was observed to have 1 sink and 1 toilet and a changing table located within their restroom within arm\342\200\231s reach of a sink. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the main office. Facility provides AM and PM snacks. Parents provide their child lunch. Per Licensee Representative, the facility has addition food on hand in case a parent forgets to provide their child\342\200\231s lunch. The facility currently has (2) fully fenced playground areas: Toddler yard and Preschool yard. Fencing is made of wood, which was observed to be at least four feet high. The outdoor play area surface is comprised of cement and turf cushioning material. The Toddler yard measured a total of 1140.54 square footage, which can accommodate the requested toddler capacity. Shade is provided via fixed canopies. The Preschool yard measured a total of 4,453.25 square footage, which can only accommodate 59 preschool children at one time. There are sufficient outdoor toys and play equipment available on both playgrounds, which are properly anchored. Drinking water is available via child\342\200\231s personal bottled water and filter water bottle dispenser. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Page 3: Applicant representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No corrections are needed. Due to the measurements obtained, A license for 71 children: (12) toddlers from ages 18 to 36 months and (59) preschoolers from age 2 to 6 years old will be granted upon a final file review. Exit interview conducted and report was reviewed with the Licensee Representatives, Kara Lewis.
