What the inspector wrote

On 07/15/2025 at 9:45 am, Licensing Program Analyst (LPA), Crystal Green conducted an announced prelicensing inspection to add a new toddler program to an existing preschool license which will be consolidated under a new single license. LPA met with Licensee Representative, Rose Hogg. This facility is currently licensed as a preschool program (191200048) with a capacity of 26 children serving ages 2 to 4 years old in the preschool classroom. The Licensee, Rose Hogg, has requested to add a new toddler program to the existing preschool classroom and move the preschool classroom to a new area. The licensee is requesting a capacity of 60 children: (26) Toddlers from ages 18 to 36 months and (34) Preschoolers from ages 3 to 5 years old. The hours of operation for the Toddler Program will be Monday through Friday from 8am to 5pm and the Preschool program will operate from Monday through Friday from 9am to 2:30pm. Present during today\342\200\231s inspection were 21 children with 4 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Licensee Representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. Visitors and parents will enter through the street gate entrance facing Cornishon Ave. Sign in and sign out occurs at the front entrance outside of the gate. LPA continued to tour the facility and measured the indoor activity space for the toddler and preschool program. The total indoor activity space for the Toddler program measured for 863 square footage, which can only accommodate 24 toddlers. Page 2: The total indoor activity space for the Preschool program measured 1,071.08 square footages, which can only accommodate 30 preschoolers. LPA observed all indoor activity spaces to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filter water jugs and the child\342\200\231s personal water bottle. LPA observed all hazardous items to be inaccessible to children. LPA observed a total of 4 sinks, 5 toilets, and 6 urinals available for preschool children\342\200\231s use. The toddler children will have access to 2 sinks, 3 toilets, and 4 potty chairs. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the Directors office. Parents provide their child snacks and lunch. Per Licensee Representative, the facility has additional bottle water and snacks available in case of an emergency. The facility currently has (3) fully fenced playground areas: Toddler yard, Preschool yard, and the Front Bike yard. Fencing is made of chain linked, which was observed to be at least four feet high. The outdoor play area surface is comprised of cement, turf matting cushioning material located under the rock wall, and matting under the jungle jump area. The Toddler yard measured for a total of 3,147.82 square footage, which can accommodate 41 children at one time. The Preschool yard measured for a total of 2,694.38 square footage, which can accommodate the requested preschool capacity. The Bike yard measured a total of 3,422.90 square footage. Shade is provided via fixed canopies. There are sufficient outdoor age-appropriate toys and play equipment available on both playgrounds, which are properly anchored. Drinking water is available via child\342\200\231s personal bottled water. LPA observed all hazardous items on the playground to be inaccessible to children. The Licensee was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Licensee representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Page 3: Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. No corrections are needed. Based on the measurements obtained during this inspection, a license for 54 children: (24) toddlers from ages 18 to 36 months and (30) preschoolers from ages 3 to 5 years old will be granted upon a final file review. During this inspection, LPA obtained a waiver request letter from the Licensee Representative requesting to be allowed to commingle during the early morning and late afternoon due to the expected low attendance of the preschool children during those times. LPA informed that the waiver request will be submitted and reviewed by the Regional Office for approval. Exit interview conducted and report was reviewed with the Licensee Representative, Rose Hogg.
