Inspector’s narrative

What the inspector wrote

On 9/3/2025 at 1:30 pm Licensing Program Analyst (LPA), Stephanie Li conducted a second unannounced Proof of Correction (POC) visit to ensure the pool requirements were corrected that were noted on 8/7/2025 during the prelicensing inspection. A risk assessment was conducted. Upon arrival, LPA met with licensee Marisa Beasley. Licensee had sent LPA photos of new pool tension rope and winch that locks and installed kitchen baby gate. LPA advised that the tension cord and winch lock must be installed to prevent pool cover from lifting. Per licensee, everything was installed. Upon arrival, LPA observed a 2 foot inflatable kiddie pool with water and toys in the front yard. LPA observed that the kitchen gate was up preventing access to the off limits kitchen area. Per licensee, she was going to dump the water. Licensee was observed to dump the water immediately. LPA advised licensee about new water safety certificate requirement and printed AB2866 for licensee review. Licensee stated she was not aware of the certificate. LPA advised that water safety certificate can be obtained online from American Red Cross and must be renewed every 2 years. LPA went to the back yard to observe the installed tension cord and winch lock. LPA pulled up on corner where the winch was placed and cord is looped around pole preventing the corner from lifting. LPA walked around the pool to lift the other sections of the pool cover. LPA observed that the tension cord was not looped anywhere else around the pool poles. Pool cover was able to lift up on all other sides and corners of the pool, creating access to the water. Video was taken. Pool is not in compliance with Title 22 regulations. Per licensee, she informed the owner that maintaining the pool is too expensive and is going to request the owner to drain the pool. Per licensee, owner stated she can drain the pool this Saturday. *Continued on next page... Based on licensing staff observations, the following corrections need to be corrected prior to approval of license. Corrections are due before or by: 09/8/2025. 1) Prevent access of pool by locking all areas of pool cover so that pool cover may not be lifted from any parts around the pool or per licensee, draining pool of all water. 2) Obtain water safety certificate Once the pending corrections are cleared , the application will be submitted for final file review and license approval. Once licensed, the applicant is required to adhere to the terms and limitations stated on the license. Exit interview conducted and report was reviewed with the licensee Marisa Beasley .
