What the inspector wrote

On 10/14/2025 at 10:05 am, Licensing Program Analyst (LPA), Crystal Green conducted an announced Pre-Licensing inspection for a new single license. Upon arrival, LPA met with Applicant Representative, Susana Alvardo. Applicant, Luv 2 Learn Preskool Inc., is requesting a license for 55 children: (45) preschoolers from ages 2 to 5 years old and (5) school- age children in (4) classrooms: 1, 2, 3, and 4. The proposed hours of operation will be Monday to Friday from 6:30 am to 6:00 pm. This facility was observed to be located on the premises of Highland Park Lutheran Church. Parents and Vistors will be required to gain access to the premises from Lafeyette Street. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Susana Alvardo that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Susana Alvardo stated that they will be in a higher cabinet located in the kitchen. A fully equipped first aid kit is located in each classroom. There is an operational carbon monoxide detector on site located within each classroom. All required licensing documents were observed posted outside near the entrance of the office. Children will be signed in and out will be conducted at each classroom. LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 1685.72 square feet, which can only accommodate 48 preschool children. LPA did not observe a designated indoor space for the requested school-age program. LPA observed all indoor activity spaces to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water will be available in the classrooms via filtered water dispenser. LPA observed all hazardous items to be inaccessible to children. Page 2: There are no bodies of water or weapons on the property. Fire clearance was granted on 08/10/2025 by the Los Angeles City Fire Department. LPA observed a total of 4 sinks and 3 toilets available for preschool children\342\200\231s use. These are only sufficient to accommodate a capacity of 45 children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the staff restroom. Facility will provide Breakfast, AM/ PM snacks and Lunch. There is a kitchen area located next to the office that currently includes stove with safety knob covers, microwave, refrigerator, sink, and food prep counter. Food will be prepared on site The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a locked door. The facility currently has a fully fenced playground area. Fencing observed to be made of wrought iron is at least four feet high. The total square footage for all the outdoor activity space is 6,616.85 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via shade canopy. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground which is properly anchored. There is adequate cushioning in fall zones of climbers provided by rubber flooring. Drinking water is available via filter drinking fountain. Applicant Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. LPA reviewed with applicant representative LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Applicant representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.\342\200\235 Page 3: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA discussed the lead testing requirement with the Applicant Representative. Per Susana Alvardo, location has completed lead testing and will maintain a copy of the results on file. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.\342\200\235 LPA discussed with the Applicant Representative the requirement for separate indoor and outdoor spaces, as well as a designated restroom for the requested school- age program. Based on the measurements obtained today, the maximum capacity approved at this time will be 45 preschool children in four classrooms (Rooms 1\342\200\2234). The Applicant Representative, Susana Alvardo, also operates a large family childcare licensee- Alvardo Family Child Care 198018342. During this inspection, Susana Alvardo has been advised that in order for her to maintain her family childcare license, she must be present in the home 80% of the time. Exit interview conducted and report was reviewed with the Applicant Representative, Susana Alvardo.
