What the inspector wrote

On 10/09/2025 at 10:30 am, Licensing Program Analyst (LPA), Crystal Green conducted an announced Pre-Licensing inspection for a new preschool license. Upon arrival, LPA met with Applicant Representative Marissa Jaimes. Applicant, First Baptist Church of Montebello, is requesting to be licensed for 32 preschoolers from ages 2 to 5 years old in (2) classrooms: 102A and 102B. The proposed hours of operation will be Monday to Friday from 7:30 am to 5:30 pm. This facility was observed to be located on the premises of Living Word Church. There is also a private elementary school named Montebello Christian School that is located on the premises. Visitors will be required to check in at the main office located from 6th Street. Parents will be provided with an access code to gain entry to the premises from the parking lot on 7th street. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Marissa Jaimes that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Marissa Jaimes stated that they will be in a higher cabinet located in the Nurse\342\200\231s office. A fully equipped first aid kit is located in each classroom. There is an operational carbon monoxide detector on site located within each classroom. All required licensing documents were observed posted near the entrance of Room 102A. Children will be signed in and out at Room 102A. LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 1061.26 square feet, which can only accommodate 30 Children. LPA observed all indoor activity spaces to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Page 2: Drinking water is available in the classrooms via filtered water jug. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 09/17/2025 by the Montebello Fire Department. LPA observed a total of 2 sinks and 2 toilets available for children\342\200\231s use. These are only sufficient to accommodate a capacity of 30 children. LPA observed a changing table available in Room 102B. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the campus Nurse\342\200\231s Office and ill children will use the staff restroom. Facility will provide AM and PM snacks. Parents will provide their child\342\200\231s lunch. There is a full kitchen area located on the premises that currently includes commercial stove, microwave, refrigerator, sink, and food prep counter. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a locked door. The facility currently has a fully fenced playground area. Fencing observed to be made of wrought iron is at least four feet high. The total square footage for all the outdoor activity space is 2,565.00 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via ship sail. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground which is properly anchored. LPA did not observe a manufacturer sticker located on the climbing structure. The climbing structure was observed to have high climbing areas without safety guard rails. LPA advised making those areas inaccessible to preschoolers. There is adequate cushioning in fall zones of climber provided by rubber mulch pieces. Drinking water is available via filter drinking fountain. Applicant Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. LPA reviewed with applicant representative the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Page 3: Applicant representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.\342\200\235 Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA discussed the lead testing requirement with the Applicant Representative. Per Marissa James, the facility plans to serve dry snacks or prepared fruits that does not require rinsing, and water will be provided from filter water jugs. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. The following corrections are needed prior to the issuance of the license: - Applicant will need to submit proof of installing a barrier to prevent preschool children from accessing the high climbing areas of the climbing structure located on the outdoor play area. Applicant Representative, Marissa Jaimes understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. The maximum capacity granted will be for 30 children due to the indoor activity space and restroom capacity determination. Once the correction is received, A license for (30) preschool children from ages 2 to 5 years old in room 102A and 102B. Exit interview conducted and report was reviewed with the Applicant Representative, Marissa Jaimes.
