Page 1:
On 11/26/2025 at 10:30 AM, Licensing Program Analyst (LPA), Crystal Green conducted an announced Pre-Licensing inspection for a change of location request. Upon arrival, LPA met with Applicant Representative, Emily Monroy. Also in attendance via FaceTime was Applicant Representative, Carina Hu. The Applicant, B\342\200\231 Nai Simcha Jewish Community Preschool, has requested to relocate from their existing licensed location- (198021675) 132 N. Euclid Ave., Pasadena, CA 91101- to the above location. The Applicant is requesting to be licensed for (90) children: (20) Infants from ages 0-24 months in Infant Room 1, 2, and Nap Room, (18) Toddlers from ages 18 to 36 months in the Toddler Room, (40) Preschoolers from ages 2 to 5 years old in Preschool Room 1 and 2, and (12) School- age children from ages 5 and above in the School Age Room. Hours of operation will be Monday to Friday from 6:00 AM to 6:30 PM.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Emily Monroy that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Emily Monroy stated that they will be in a higher cabinet located within the kitchen. A fully equipped first aid kit is located in within each classroom. There is an operational carbon monoxide detector on site located throughout the premises. All required licensing documents were observed posted on the inside of the entrance door. Children will be signed in and out at the front lobby area of the facility using the Playground Application. Parents will escort their child to their designated classroom.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total infant indoor activity space measured 878.41 square feet, which is sufficient to accommodate the requested capacity of (20) infant children. Total toddler indoor activity space measured 487.87 square feet, which can only accommodate the (14) toddler children. Total preschool indoor activity space measured 1097.38 square feet, which can only accommodate the (31) preschool children. Total school age indoor activity space measured 454.69 square feet, which is sufficient to accommodate the requested capacity of (12) school age children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, napping cots, bookshelves, and other activity supplies for the children. Drinking water will be available in the classrooms via filtered water dispensers. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 11/21/2025 by the Pasadena Fire Department.
Infant Program: Feeding chairs and tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. Changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing table is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via located in a separate adjacent room. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. LPA observed 6 cribs located in the crib area. Sleep logs are kept in the crib area. Needs and Services Plans and Sleep Plans are kept in Infant classroom.
LPA observed the infant children to have a total of (3) sinks, (2) toilets, and (2) changing tables which were observed to be within arm\342\200\231s reach and 1 sink located in Infant Room 2 will be used as a dishwashing sink. The toddler children were observed to have access to a total of (4) sinks and (2) toilets. The preschool children were observed to have access to a total of (7) sinks and (4) toilets. The school- age children were observed to have (1) sink and (1) toilet. LPA observed the designated school age restroom to have individual stall to afford privacy for the school-age children. These are sufficient to accommodate the requested capacity of children. There is a separate staff restroom equipped with a toilet and a sink located accessible from the infant room. The isolation area for children who are ill will be the director\342\200\231s office and ill children will utilize the staff restroom.

Facility will provide Breakfast, Lunch, AM/ PM snacks. The kitchen area currently includes commercial stove, 2 refrigerators, 2 sinks, commercial dishwasher, and a food prep counter. The kitchen area and food storage areas were observed free of rodents and/or vermin. Hazardous items in kitchen are inaccessible to children via behind locked kitchen door.
The facility currently has 3 fully fenced playground areas designated for the Infant, Toddler, and Preschool program. Fencing is made of concrete walls at least four feet high. The total square footage for the infant outdoor activity space is 1525.35 square feet, which is sufficient to accommodate the infant requested capacity. The total square footage for the toddler outdoor activity space is 2249.19 square feet, which is sufficient to accommodate the toddler requested capacity. The total square footage for the preschool outdoor activity space is 5,052.84 square feet, which is sufficient to accommodate the preschool\342\200\231s requested capacity. The school age program currently does not have a separate playground. A playground waiver to share the playground at different times in the AM and PM due to the school age program not having its own separate yard shall be submitted and approved. Shade is provided via fixed shade structure, shade trees, and canopies. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the preschool playground for children aged 2 to 5 years old which is properly anchored. There is adequate cushioning in fall zones of climbers provided by sand. Drinking water is available via filtered water jug. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant, Emily Monroy, was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

Criminal Record Clearance:
Applicant representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Applicant Representatives and discussed the Child Care Licensing Safe Sleep webpage at:

, as an additional resource. LPA also informed applicant representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Applicants were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During this inspection, LPA explained to the Applicant Representative, Emily Monroy, the information needed to be submitted to request a waiver allowing the school age program to share use of the preschool yard. Once the waiver is received it will be reviewed by the Regional Office for final approval. The Applicant Representative understands that the facility may be issued a provisional license while the waiver request is under review and pending final approval by the Regional Office. A Provisional License will be issued for (77) children: (20) Infants from ages 0-24 months in Infant Room 1, 2, and Nap Room, (14) Toddlers from ages 18 to 36 months in the Toddler Room, (31) Preschoolers from ages 2 to 5 years old in Preschool Room 1 and 2, and (12) School- age children from ages 5 and above in the School Age Room.
