What the inspector wrote

On 01/23/2026 at 1:30 pm, Licensing Program Analysts (LPAs), Crystal Green and Joe Katrdzhyan conducted an announced Pre-Licensing inspection for a new preschool program. Upon arrival, LPAs met with Applicant Representative, Elizabeth Bozzo. Applicant, Archdiocese of L.A. Education and Welfare Corp, is requesting to be licensed for 20 preschoolers from ages 3 to 4 years old in the preschool classroom. The hours of operation will be Monday to Friday from 8:00 am to 6:00 pm. This facility will be located on premises of St. Bede the Venerable Parish. There is also a private elementary school named St. Bede the Venerable School for children ages Tk to 8th grade which will operate separately from the preschool. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Elizabeth Bozzo that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications were on site, Elizabeth Bozzo stated that they would be in a higher cabinet located within the classroom. A fully equipped first aid kit is located in the classroom. There is an operational carbon monoxide detector on site. All required licensing documents were observed posted near the entrance of the classroom. Children will be signed in and out near the front entrance of the classroom. LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 1, 051.83 square feet, which can accommodate the requested capacity of preschool children. LPAs observed all indoor activity spaces to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Page 2: Drinking water will be available in the classrooms via filtered water fountain. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 12/11/2025 by the Los Angeles County Fire Department. LPAs observed a total of 2 sinks and 2 toilets available for preschool children\342\200\231s use. These are sufficient to accommodate the request capacity. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be located in the hallway outside of the classroom and ill children will use the staff restroom. Facility will provide AM/ PM snacks. Parents will provide their child lunches. There is a kitchen area on site that will be off limits to children in care. Hazardous items in kitchen are inaccessible to children via a locked door. The facility currently has a fully fenced playground area. Fencing observed to be made of wrought iron and concentrate wall which is at least four feet high. The total square footage for all the outdoor activity space is 2301.60 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via shade umbrellas. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. LPA did not observe any climbing structure on the playground. Drinking water is available via personal water bottles. Applicant Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. LPA reviewed with applicant representative LIC 311A (Records to Be Maintained at The Facility) for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Applicant representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Page 3: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Per Applicant Representative, building was newly constructed in 2025. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. No corrections are needed. A license for (20) preschool children from ages 3 to 4 in the preschool classroom will be granted upon a final file review. Exit interview conducted and report was reviewed with the Applicant Representative, Elizabeth Bozzo.
