Page 1: On 02/10/2026 at 10:15 am, Licensing Program Analysts (LPAs), Crystal Green and Cynthia Reyes conducted an announced prelicensing inspection to add a new toddler program to an existing preschool license which will be consolidated into a new Single License. LPAs met with Applicant Representatives, Christi Navarrette and Mitchell Michelle. The Applicant, Foothill Church of Glendora, has requested to decrease their licensed capacity and add a new toddler program. The total capacity requested is 252 children: (72) toddlers from ages 18 to 36 months in 6 classrooms: B,C, D,E,F, and G; and (180) preschoolers from ages 2 to 6 years old in 15 classrooms: A,H, I, J, K, L, M, N, O, P, Q, R, and S. The hours of operation will be Monday to Friday from 6:30am – 6:00pm. This location is currently licensed to operate as a preschool program (Foothill Christian Preschool- 198010485) with a capacity of 252 children from ages 2 until entry into first grade. Present during today’s inspection were 136 preschool children. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Christi Navarrette that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Christi Navarrette stated that they will be located in each classroom in a locked cabinet. A fully equipped first aid kit is located in within each classroom attached to the wall. All required licensing documents were observed posted near the main entrance of facility. Children will be signed in and out at Brightwheel app. Page 2: LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total toddler indoor activity space measured 2,541.31 square feet, which is sufficient to accommodate the requested capacity of 72 toddler children. Total preschool indoor activity space measured 6,321.16 square feet, which is sufficient to accommodate the requested capacity of 180 preschool children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water faucets attached to the sink in each classroom. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water on the premises. LPAs did observe the location to have armed security guards. Per Mrs. Christi, the location is secured by armed security service with permit license to carry. Fire clearance was granted on 12/19/2025 by the Los Angeles County Fire Department. LPAs observed a total of (9) sinks and (6) toilets available for toddler children’s use. There were (3) changing tables available within the toddler restroom that have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. There were a total of 17 sinks and 15 toilets available for preschool children’s use. These are sufficient to accommodate the requested capacity of children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be located in the main office and ill children will use the designated restroom located near ill isolation area. Facility will provide Breakfast, Lunch and AM/ PM Snacks. The facility has a fully commercial kitchen area. Food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via locked doors. Page 3: The facility currently has fully fenced playground areas. Fencing is made of concrete and is at least four feet high. The total square footage for the preschool outdoor activity space is 14,773.43 square feet, which is sufficient to accommodate the requested preschool capacity of 180 children. The total square footage for the toddler outdoor activity space is 4,565.18 square feet, which can only accommodate the capacity of 60 children at one time, insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via fixed shade structure and additional table umbrellas. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the preschool playground for children aged 2 to 5 years old which is properly anchored. There is adequate cushioning in fall zones of climbers provided by outdoor surface cushioning material. Drinking water is available via water fountains located in each play area. LPAs observed all hazardous items on the playground to be inaccessible to children. Applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. The following correction is needed prior to the issuance of the license: The Applicant must submit and be approved for an outdoor waiver regarding the designated toddler outdoor space in order to obtain the requested toddler capacity. During this inspection, LPA Green obtained a waiver request letter from the Applicant Representative, Christi Navarrette requesting to allow the toddler children to use their designated outdoor space using a staggered play schedule in order to obtain the requested capacity of 72 toddlers. The Applicant Representative was informed that the waiver request will be reviewed by the Regional Office for final approval. Once the final approval is granted for the requested waiver, A license for (252) children: (72) Toddlers from ages 18 to 36 months and (180) Preschoolers from ages 2 to 6 years old will be granted. Exit interview conducted and report was reviewed with the Applicant Representative, Christi Navarrette.
