On 12/29/2025 at 10:05 am, Licensing Program Analyst (LPA), Crystal Green conducted an announced Pre-Licensing inspection for a Change of Ownership. Upon arrival, LPA met with Applicant Representative, Christopher Jefferson. Also present during this inspection was Valerie Gomez. Applicant, YMCA of Metropolitan Los Angeles, is requesting to be licensed for (65) children: (45) preschoolers from ages 2 to 5 years old in Classroom 1 and 2; and (20) school age from ages 5 to 13 years old in Classroom 3. Hours of operation will be Monday to Friday from 7:30 am \342\200\223 5:30 pm.
This location is currently licensed as YMCA of West San Gabriel Valley under (2) separate licenses. Preschool Program (198021180) with a capacity of 45 children from ages 2 to 5 years old. School Age Program (198021181) with a capacity of 20 children from ages 5 to 13 years old. There were no children present during today\342\200\231s inspection due to being on holiday break.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Applicant Representative that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Applicant Representative stated that they will be in a higher cabinet located within each classroom. A fully equipped first aid kit is located within each classroom. There is an operational carbon monoxide detector on site located throughout the facility. All required licensing documents were posted near the entrance. Children will be signed in and out at the main entrance.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total preschool indoor activity space measured 1,631.12 square footage, which is sufficient to accommodate the requested capacity of (45) preschool children. Total school age indoor activity space measured 750.89 square footage, which is sufficient to accommodate the requested capacity of (20) school age children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filter water jugs and filtered water fountain located near the main entrance. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property.
LPA observed a total of (4) sinks and (3) toilets available for preschool children\342\200\231s use. These are sufficient to accommodate the requested capacity of (45) preschool children. LPA observed a changing table within arm\342\200\231s reach of a sink located within preschool classroom 1 in the children\342\200\231s restroom. LPA observed a total of (3) sinks, (2) toilets, and (1) urinal available for school age children\342\200\231s use. These are sufficient to accommodate the requested capacity of (20) school-age children. School age restroom affords privacy for children by each toilet having a privacy stall. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the director\342\200\231s office and ill children will use the staff restroom located in the staff lounge.
Facility will provide Breakfast, Lunch, AM/PM snacks. The kitchen area currently includes a stove, an oven, sinks, refrigerators, and food prep counters. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a located door.
The facility currently has two fully fenced playground areas called preschool and school age yard. Fencing was made of wrought iron and was observed to be at least four feet high. The total square footage for the preschool outdoor activity space is 6291.64 square footage, which is sufficient to accommodate the requested pre-school capacity. The total square footage for the preschool outdoor activity space is 5,978.37 square footage, which is sufficient to accommodate the requested school- age capacity. Shade is provided via fixed shade canopies. There are sufficient outdoor age-appropriate toys and play equipment available on the playground.

There is a climbing structure located on both playgrounds for children aged 2 to 5 years old and 5 to 12 years old which is properly anchored. There is adequate cushioning in fall zones of climbers provided by wood chips. Drinking water is available via filter water jug and filtered water fountain. LPA observed all hazardous items on the playground to be inaccessible to children. There is also a swimming pool located on the premises that is in a separate building that will be off-limits during childcare operating hours. Applicant Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
Transportation will be provided to children enrolled in the school age program.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Per Applicant Representative, the building was newly constructed after 2020.
Applicant Representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant representatives were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
The following correction is needed prior to the issuance of the license:
\342\200\242 The Applicant must obtain an approved fire clearance from the Alhambra Fire Department.
Once an approved fire clearance is received, A license for (65) children: (45) preschoolers from ages 2 to 5 years old in classroom 1 and 2 and (20) school- age from ages 5 to 13 years old in classroom 3.
