Licensing Program Analysts (LPA) Warren Birks conducted an unannounced required inspection. This is a preschool age program licensed for 40 children which operates Monday \342\200\223 Friday from 7:30 AM \342\200\223 5:00 PM. Per the Site Supervisor there are 18 children enrolled. LPA met with Site Supervisor Yolanda Silva, who guided the LPA on a tour of the facility. The entrance to the facility is locked and Parents enter the facility using a call/buzzer system All areas identified on the Facility Sketch were inspected. Upon arrival, LPA observed the following: Room 1: Staff #1 and six napping children; and Room 2: Staff #2 and #3 with seven napping children. LPA observed the Teacher-child ratios were in accordance with Title 22 Regulations. Staff names were recorded. All children were observed to be under supervision (including visual supervision), of a teacher at all times. The licensed facility is within the conditions, limitations, and capacity specified on the license. Furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. Storage for medication was inspected to ensure that medications are in a safe place inaccessible to children. All toilets and hand washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. Storage areas for poisons are locked. At this time, the office is used as an isolation area to care for ill children. Mats and chairs available for children to rest and the staff restroom is available to ill children. Parents are contacted immediately when children are determined to be ill. Snack menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. The facility provides breakfast, lunch and PM snack. The food is delivered using an outside vendor. However, the facility is may consider using an in-house cook. LPA informed Supervisor Silva that storage of children's food items require a separate refrigerator and expiration dates must be labled on items out of the original packaging. All kitchen, food prep, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination, and the LPA inspected that contaminated food is discarded immediately. All foods/beverages capable of spoiling are stored in covered containers at 45\313\232 (F) or less. There is drinking water available in all indoor classrooms and children bring their own bottles to refill. Trash receptacles have tight fitting covers on and are in good repair. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are inaccessible. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Outdoor activity space surface is maintained in a safe condition as is free of hazards. Areas around and/or under climbing equipment, cushioning material (grass and mats) to absorb a fall; the jungle jim apparatuses is single level only. The site supervisor states that there are no bodies of water on the premises and LPA did not observe any bodies of water during this inspection. Sign in and out is done electronically and LPA ensured that the person who signs the child in and out uses their own individual pin number (digital sign in and out). Facility is able to print out sign in and sign out sheets if needed. Children\342\200\231s Records were reviewed to ensure an admission agreement is on file. LPA conducted LIC857 Children's Records Review. Staff Records were reviewed to ensure that appropriate documentation of education credits is on file. Criminal Records Clearance for adults and verification of CPR/First Aid and health preventative practices documentation was reviewed. LPA provided the Site Supervisor with the LIC859 Staff Records Review. Proof of immunization against influenza, pertussis and measles for staff was readily available during today's inspection. LPA advised Site Supervisor to audit children's files for dates and miscellaneous information. LPA also advised Supervisor to document Mandated Reporter Training expiration dates for renewal. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. At this time, the facility is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today. The Notice of Site Visit (LIC 9213) \342\200\223 must remain posted for 30 days during the hours of operation after each site visit by a licensing reprehensive. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with Site Supervisor Silva. The Site Supervisor was provided a copy of their appeal rights (LIC 9058) and their signature and/or read receipt acknowledges receipt of these forms.
