What the inspector wrote

On 07/24/25 at 12:55 PM, Licensing Program Analysts (LPAs) A. Carter and J. Duran conducted an Unannounced Annual / Random inspection to the above facility. Upon arrival, LPAs disclosed the purpose of the inspection and met with licensee, Blanca Sanchez who guided LPAs on a tour of the facility. Adults in the home were discussed and all have criminal record clearance. There were 10 day care children and 1 assistant present during today\342\200\231s inspection. Licensee states that there are currently 14 children enrolled. LPAs reviewed current children's roster confirming number of children enrolled. Facility\342\200\231s hours of operation are Monday \342\200\223 Friday from 7:00 AM to 4:30 PM. Facility license, Emergency Disaster Plan, and Parents\342\200\231 Rights were posted at the time of inspection. Disaster drill log was also available during today\342\200\231s inspection, with last disaster drill conducted on 05/30/25. This is a single story home which consists of (4) bedrooms, (1 \302\275) bathrooms, living room / dining area, kitchen, and attached garage. Areas accessible to children are: living room (main care area), dining area, kitchen, both bathrooms, 1 bedroom (converted into an office) used as activity space, and backyard. Per Licensee, areas off limits include 3 bedrooms and garage. LPAs observed a safety gate at the entrance of the kitchen. The licensee does understand that licensing staff may have access to off-limit areas during inspection visit if necessary. All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. Telephone service is maintained via cell phone. LPAs observed an A/C & heater unit and ceiling fan in the main care area. A screened wall heater in the main care area and hallway was observed by LPAs. Licensee states wall heaters are not operable. LPAs observed children in main care area asleep on napping cots. Age appropriate toys and learning materials observed and available for children in care, free of loose and sharp parts. Report continues- Page 1 of 4 Page 2 of 4 Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. Knives and sharp objects are stored in kitchen cabinet secured with safety latch. The licensee states that there are no poisons in the home and does understand that poison must be locked. The licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. The bathroom available for children\342\200\231s use was observed to be free of hazards. Per licensee, the children have access to backyard area. LPAs observed backyard has grass and adequate perimeter fencing through-out the yard and all trees, shrubs, and plants are maintained. LPAs observed age appropriate toys free of loose and sharp parts available for the children in care. Per Licensee, children are supervised while playing outside. LPAs did not observe any hazards or pools or similar bodies of water. Per licensee, food is provided for children in care. LPAs reminded licensee that any food brought from the children\342\200\231s homes shall be labeled with child\342\200\231s name and properly stored or refrigerated. The isolation area for sick children waiting to be picked is the on-limits office, supervised away from the other children in care. The valve on the required 2A10BC fire extinguisher indicates fully charged with attached purchase receipt dated 11/22/24. Smoke and carbon monoxide detectors were observed to be in operable condition and tested at time of inspection. The Licensee has current Pediatric First Aid and CPR. Proof of immunization against influenza, pertussis, and measles was readily available during today\342\200\231s inspection. The Licensee has also taken the Mandated Reporter Training \342\200\224CPR Card valid until: 03/02/26 \342\200\224Mandated Reporter AB1207 Completed: 08/15/24 valid for 2 years \302\267 S2 did not have required Mandated Reporter training in file, deficiency cited. Children\342\200\231s records were reviewed for (LIC) 282- Affidavit Regarding Liability Insurance, Immunization's Records, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment, LIC 995A Notification of Parents\342\200\231 Rights, and documentation of 15-minute Infant Sleep Check (0-24 months). \302\267 C5 did not have current 15- min sleep log on file, deficiency cited Page 3 of 4 LPAs observe 1 pet dog at time of inspection. Licensee states there are no children enrolled needing medication administered, there are no smokers in the home, there are no weapons, or firearms in the home, and there are no pools or similar bodies of water on or around the premises. During the inspection, children present was observed to be treated with dignity and respect, observed to be receiving safe, healthful, and comfortable accommodations, furnishings, and equipment, and free from corporal and/or unusual punishment. The following were discussed: \302\267 Rooms that are off-limits need to be made inaccessible during operating hours. NO smoking, NO infant walkers, NO Johnny jumpers, NO saucer chairs, NO incline sleepers and any other item that falls into that category are permitted in the facility. \302\267 Effective January 1, 2010, licensees of family child care homes are required to ensure that at least one staff member with current training in Pediatric CPR / First Aid is on site at all times when children are present. \302\267 The fire extinguisher type 2A10BC must be serviced annually or as often as necessary. Smoke and carbon monoxide detectors should be checked, and batteries replaced as needed. \302\267 Reporting Requirements: Changes should be reported to the Department as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your home. Any unusual incidents or injuries must be reported to the Department within 24 hours via telephone and within seven (7) days in writing. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. Page 4 of 4 A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE Blanca Sanchez, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Based on this information, the following deficiencies on the attached LIC 809D are being cited in accordance with California Code of Regulations Title 22. Deficiencies that are being cited need to be cleared to protect the children\342\200\231s health & safety. The Notice of Site Visit (LIC 9213) \342\200\223 must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00 Exit interview conducted and report was reviewed with the licensee Blanca Sanchez. Appeal Rights Given
