What the inspector wrote

Licensing Program Analyst (LPA) Randy Derraco conducted an unannounced case management inspection to the above mentioned address on 12/02/21 at 01:15 PM. LPA met with licensee, Jasmine Castro Amaya who guided LPA on a tour of the home. LPA observed one adults and one child napping present during inspection. Individuals residing in the home have been discussed and noted. The licensee is requesting a capacity increase to her small family childcare home license. Per licensee, operation hours will be seven days a week, 23 hours a day. Licensee states that they will care for children 0-13 years old. Upon arrival, LPA's temperature was taken with a contact-less thermometer and was asked Covid-19 risk assessment questions. Licensee also provided hand sanitizer for LPA prior to entry. LPA observed two children being dropped off at 2:50 PM. All areas identified for child care on the facility sketch were inspected. This is a one story home that consists of three bedrooms, 2 1/2 bathrooms, living room, kitchen, front yard, backyard (fenced), and an attached garage. Main care areas include living room and a bedroom. Parents will enter the facility through the front door. LPA observed a pull down fire alarm, a plastic storage bin with emergency disaster supplies, a parent board with required postings, a wooden cubby locker for children in care, a Graco high chair, two wooden baby cribs, a black wooden baby changing station, a sectional couch, a wall mounted television, age appropriate toys and materials. A child sized table with chairs was also observed in the main care area. A gate was observed in the kitchen, separating the area from the main care area and making the kitchen inaccessible to children. LPA observed a bedroom being used for children in care. Additional age appropriate toys, materials, and sleeping cots were observed in the room and the closet. LPA observed a baby gate in the door way to bedroom designated for children in care. Per licensee, the bedroom will also be used to separate children who feel ill. Child proof door knob covers were observed on doors leading to two off-limit bedrooms. LPA observed the full bathroom designated for children to use to be clean and free of defects. A working (page 1 of 3) f aucet, toilet and tub/shower were observed in the bathroom. Child proof locks were also observed beneath the sink making contents inaccessible. Licensee states the toilet brush and toilet cleaner is stored beneath the bathroom sink. LPA observed the half bathroom to also be clean and free of defects. A working toilet and sink were observed in the bathroom. A child proof door knob cover was observed on the door leading to the off-limits garage. Outdoor play area is located in the back yard. LPA observed the backyard to have perimeter fencing. Additional age appropriate toys, child sized table, chairs, a basketball hoop and a tether ball pole were observed in the backyard. A white fence was observed to separate the off-limits grassy area of the backyard from the artificial turf side that has been designated for children in care. Off limit areas include two bedrooms, one bathroom, the front yard, the kitchen, and the garage. LPA observed additional cabinet locks in the kitchen area. Areas that will be used by children were inspected for safety, comfort, cleanliness. LPA observed operable telephone service, ventilation and heating (central). Detergents, cleaning compounds and hazardous items that can pose a danger to children are made inaccessible in the off-limits garage. The applicant was advised that any poisons must be locked, not just inaccessible. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Per licensee there are no pets, there are no firearms or weapons stored in the home and there are no bodies of water. LPA did not observe any of the above items. LPA observed that the licensee has a 2A10 BC fire extinguisher in the home, with a service tag of 11/09/21. Smoke and carbon monoxide detector were tested and are operable. (page 2 of 3) The licensee states that they will provide food for children in care. Any food brought from the children\342\200\231s homes shall be labeled with child\342\200\231s name and properly stored or refrigerated. The licensee has completed the required Health and Safety Training, Nutrition, and Lead Training, Mandated Reporter Training and Pediatric First Aid and CPR. Licensee has proof of required immunization's. Assistants have required training's and immunization's. There are first aid supplies available. LPA observed the following Covid 19 self assessment suggestions being practiced during inspection: Essential Protective Equipment and Supplies - Staff and children (24 months and older) wearing facial coverings throughout the day, excluding meal and nap times (children). Licensee has a contact-less thermometer, disposable gloves, hand sanitizer and disinfectant cleaning supplies. Cleaning- LPA observed high touched areas, bathroom and toys will being disinfected. Hygiene- Per licensee children are given hand sanitizer upon entering the home and wash their hands for at least 20 seconds throughout the day. Children have individual cubbies for their personal belongings. Arrival Procedures - Per licensee parents will drop off/pick up at the front door. Staff will do daily temperature checks and health screening at the front door, as parents will not be allowed to enter the facility. COVID-19 posters and resources are posted in the front entrance accessible to parents. Incidental Medical Services (IMS) : This facility may provide Incidental Medical Services \342\200\223 IMS. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. A Plan for Providing IMS must be submitted to the Department. LPA advised the licensee how to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov . Licensee is requesting a large family child care. Fire clearance was approved on 11/12/21. A large family childcare license may be granted upon Licensing Program Manager (LPM) approval. Once licensed, the licensee is required to comply with the terms and limitations stated on the license.
