What the inspector wrote

Licensing Program Analyst (LPA) Randy Derraco conducted an unannounced case management inspection to the above mentioned address on 08/18/22 at 02:15 PM. LPA met with licensee, Jasmine Castro Amaya, who guided LPA on a tour of the home. LPA observed one adult and three children present during inspection. Upon entering the facility, LPA observed licensee conducting Covid - 19 self assessment questions and taking temperature. Individuals residing in the home have been noted and discussed. The applicant is requesting a capacity increase to her existing family childcare home license. Per licensee, operation hours will be seven days a week, 23 hours a day. Licensee states that they will care for children ages 0 to 13 years old. All areas identified on the facility sketch were inspected, including but not limited to, off limit areas. This is a one story home that consists of 3 bedrooms, 3 bathrooms, living room, dining room, kitchen, garage, front yard and backyard (fenced). The off limit areas include 2 bedrooms, 1 bathroom, garage, front yard, and part of the backyard. Main care areas include living room/dining area. LPA observed a sectional couch, a baby changing station, two wooden cribs, storage bins for toys, a cubby locker for children's personal belongings, a wall mounted television and a ceiling fan. The dining area was observed to have a child sized table with child sized chairs. A gate was observed at the entrance of the kitchen making it inaccessible to children in care. Bedroom one was observed to age appropriate toys, reading materials, and art supplies. Per licensee, additional storage for toys are located in the hallway closet. Door knob covers were observed on all doors leading to off limit areas. LPA observed both bathrooms designated for children in care to be clean with an operable toilet and sink. The outdoor play area was observed to have perimeter fencing. LPA observed outdoor play equipment, a tetherball pole cemented to a rubber tire, and a white fence to separate the off-limits backyard area from the outdoor play area. LPA observed an additional mesh fence behind the white fence to prevent children from reaching through. Per licensee, the off limits area of the backyard is used for her pet dog. Licensee states (page 1 of 3) her pet dog is currently kept in a kennel in the off limits bedroom. Per licensee, an emergency exit is located on the side of the home. Areas that will be used by children were inspected for safety, comfort, and cleanliness. LPA observed operable telephone service, ventilation and heating (central). Detergents, cleaning compounds and hazardous items that can pose a danger to children are locked beneath the sink in the off limits kitchen. The licensee was advised that any poisons must be locked, not just inaccessible. Required postings were observed at the entrance of the home behind the front door. Per licensee, children will nap on cots in the main care area. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Per licensee there are no firearms or weapons stored in the home and there are no bodies of water. LPA did not observe any of the above items. LPA observed that the licensee has a 2A10 BC fire extinguisher in the home with a service tag dated 11/09/21. Smoke and carbon monoxide detector were tested and are operable. The licensee states that they will provide food for children in care. Any food brought from the children\342\200\231s homes shall be labeled with child\342\200\231s name and properly stored or refrigerated. The licensee has completed the required Health and Safety Training, Nutrition, and Lead Training, Mandated Reporter Training and Pediatric First Aid and CPR. Licensee has proof of required immunization's. Assistant have required training's and immunization. There are first aid supplies and emergency disaster supplies available. Incidental Medical Services (IMS) : This facility may provide Incidental Medical Services \342\200\223 IMS. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. A Plan for Providing IMS must be submitted to the Department. LPA advised the applicant how to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.cdss.ca.gov . Licensee is requesting a capacity increase to her existing family child care license. Fire clearance was approved on 08/01/22. A capacity increase may be granted upon Licensing Program Manager (LPM) Approval. Once licensed, the licensee is required to comply with the terms and limitations stated on the license. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Jasmine Castro Amaya. (page 3 of 3)
