What the inspector wrote

Licensing Program Analysts (LPA) Susann Sanchez conducted an unannounced case management inspection for an increase in capacity at the above facility on 09/09/2022 at 12:45 PM. An annual visit was also conducted on the same day. LPA met with Kimberly Britt, Licensee who guided analysts on a tour of the facility. There were 4 infants present with the Licensee when LPA arrived. Facility capacity is in compliance for a Small Family Child Care Home. Per Licensee, hours of operation will be Monday through Friday, 7:00 am to 5:30 pm and does not to exceed 24 hour care at one time. Licensee states that she will care for children Infants -10 years of age. Tour began at 12:50pm. This is a two-story home which consists of 1 bedroom, 3 bathrooms, kitchen, dining room, living room (FIREPLACE: LPA observed the fire place to be gated), family room, office room, learning room, nap room, garage, front yard and backyard (fenced). The children use the bathroom attached to the learning room. Per Licensee, areas off limits to children and parents include: bedroom, living room, kitchen, family room, office room, garage, 2 bathroom, half the backyard and front. On limit areas for children are: the learning room and the sleeping room. The backyard is split into two sections and the children will use the section on the left side of the home. Per Licensee, there are no weapons or firearms premises. In the off- limit section of the backyard, LPA observed an above ground jacuzzi. The Jacuzzi was gated. The jacuzzi has a lid/cover that is strong enough for an adult to walk on. All individuals present in the home have obtained a criminal record clearance or exemption prior to working, residing or volunteering in a licensed home. All areas identified on the facility sketch that children use, were inspected for safety, comfort, cleanliness, telephone service, ventilation and heating (central). The following was observed and reviewed during this inspection. Licensee provide food for children in care unless they have allergic reactions .Knives and other sharp utensils are located in high cabinet in the kitchen. Cleaning products were located in cabinets locked with safety latches under the sink in kitchen and in the garage. Licensee has completed the required health and safety training, the Pediatric First Aid and CPR Expires on 05/21/2023 . Licensee has proof of immunization against pertussis and measles, influenza. Proof of Mandated Reporter Training was also submitted and expires on 05/19/2023. Smoke and carbon monoxide detectors were tested and are operable . Fire extinguisher was observed to be fully charged and purchased on 06/20/22. The home m aintains telephone service via cell phone. The home is observed to be clean and orderly. There are toys and other age appropriate material available for children. LPA observed that detergents, cleaning compounds and medication are stored in the locked kitchen cabinet under the sink and some in the garage, inaccessible to children. Licensee states that there are no poisons stored in the home and understands that all poisons must be lock, not only inaccessible to children. Isolation area for sick children waiting to be picked up is in the sleeping room. Infant Care : Currently licensee cares for 3 infants enrolled. LPA observed 3 play yards. Napping equipment does not block entrances or exits. LPA reviewed the following infant mattresses need to be firm with tightly fitted sheets. Loose object, bumpers, objects hanging, or objects attached to the cribs/play yards are not allowed. LPA informed licensee of the new Safe sleep regulations, including LIC 9227 Infant Sleep Plan for infants under 12 months, 15-minute sleep check documentation for infants 0-24 months, and provided PIN 20-24-CCP. Licensee states the following a sleep supervision plan for infants: infants sleep in the sleeping room and are place on there backs to sleep LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee is following COVID-19 procedures. LPA advised Licensee to ensure they are following the guidance from the local health authorities in order to prevent and reduce the transmission of diseases. During inspection all children were observed to be treated with dignity and respect, they were observed to be receiving safe, healthful and comfortable accommodations, furnishings and equipment, and free from corporal and/or unusual punishment. The following was discussed with the Licensee during inspection: **In the absence of the licensee a qualified adult must be present supervising the children; a qualified adult is an individual who has a valid and current adult/infant CPR & Pediatric First Aid certification, TB clearance, immunization, Mandated Reporter training certificate www.mandatedreporterca.gov , and a valid criminal record clearance associated to the facility license. **Children and Staff records must be maintained and updated as needed and must be available for review by the Department. **No infant walkers, No Johnny jumpers, No saucer chairs, No trampolines and any other item that falls into that category are not permitted in the facility. **Inspection Authority: All adults living and working in the home shall be made of aware of the Department\342\200\231s right to inspection the home, which includes, but is not limited to the right to enter the home when children are being cared for, interview children and adults and review documentation. **The facility license number must be on all advertisements, publications or announcements with the intent to attract clients. **A current roster of children enrolled must be available and maintained for a period of three years, even after children no longer are attending the facility. LPA reviewed with applicant the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted Entrance Checklist was provided to the applicant. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed.
