What the inspector wrote

Licensing Program Analyst (LPA) Ashley Calderon conducted an unannounced annual/ random inspection at the above facility. LPA met with Licensee Michelle David who allowed LPA entrance into the facility. LPA discussed purpose of today's visit. Licensee David guided analyst on a tour of the facility. There were a total of 11 children at the time of visit, 1 whom was an infant. There was a staff assistant present upon arrival with Licensee, both are fingerprinted cleared. Facility capacity is in compliance for a Large Family Child Care Home- Capacity 14. Hours of operation are Mon-Fri 6:30 AM - 6:00PM. This is a two-story home which consists of 4 bedrooms, 3 bathroom, (2) daycare room(s), kitchen, living room, garage, front and backyard. Children use: (2) Daycare Rooms, bathroom located downstairs, back yard (fenced) and front yard (supervised). Off limit areas: All of upstairs, kitchen, living room, (1) bedroom downstairs, and garage. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection: LPA reviewed required posted documentation for Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form. Facility records were reviewed for current LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan and Disaster drill log, last drill conducted on 09/26/2025. Smoke and carbon monoxide detectors were tested and are operable. Fire extinguisher was observed to be fully charged with proof of purchase dated Aug 2025. LPA observed central heating and A/C for ventilation, in the kitchen there is a low to the ground vent that has a barricade to provide inaccessibility . Stair way has a baby safety gate in place. Fireplace is not operable, it was observed to be converted into a storage space for day care learning materials. Cleaning supplies and chemical compounds are stored with baby latch. Per Licensee, stores poisons in an off limit area up stairs of the home. LPA informed Licensee poisons must be in a locked area for extra safety precautions; not only inaccessible to children in care. Knives are in a high shelf inaccessible to children. Licensee provides food for the children in care, facility is on a food program. Infant play yard was observed, LPA did not observe firm mattress and fitted sheets, deficiency cited. Bathroom is a Jack and Jill style, there is an alarm on the door that leads to the hallway by the garage which is an off limit area, Children enter the bathroom from the entrance door by the main door. Outdoor yard was observed, no bodies of water was observed. LPA did observe a baby walker outside, no children playing outside, baby walker was not in use and consultation was given, during visit it was thrown in the trash. LPA informed Licensee no baby walker are allowed on premises and if used for their own personal circumstances to place it in off limit areas. At approx. 2:05pm, a volunteer arrived who is fingerprinted cleared. LPA reviewed staff files. Consultation was given on volunteer file regarding immunization. Licensee Pediatric 1st aid and cpr with American Red Cross expires 11/14/2027 and Licensees Mandated Reporter completed with the Union expires 8/15/2026. Staff assistant is qualified with Pediatric first aid and cpr certification and a valid Mandated Reporter training. LPA reviewed (5) children files ( 2 were infant files), the infants files had 15 min sleep log and consultation was given on LIC9227 Infant Indiv. infant Sleep Plan. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility currently does not provide Incidental Medical Services \342\200\223 IMS. For IMS information see PIN 22-02-CCP . Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Michelle David, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
