What the inspector wrote

On April 21, 2025, at 12:20pm Licensing Program Analysts (LPAs) A. Carter and J. Duran conducted an unannounced Annual / Random inspection and met with licensee Natalie Sells . LPAs disclosed the purpose of the inspection and was granted entry into the facility. Entrance Checklist for Family Child Care Homes was provided to the licensee upon entry. There were 8 day-care children, one assistant, and one adult resident present upon arrival. Hours of operation are Monday through Friday from 7:30am to 5:30pm. This is a single story home which consists of 3 bedrooms, 2 bathrooms, kitchen, dining area, living room, den, laundry area, and detached garage. Childcare is mainly provided in the den. Areas accessible to children are: den, dining area, living room, and hallway bathroom. Areas off limits to children and parents are: 3 bedrooms, 1 bathroom, kitchen, and detached garage. All off-limit areas need to be made inaccessible to children in care. Licensee understands that licensing staff may have access to off-limit areas during an inspection visit if necessary. Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety and comfort of the children. LPAs observed required posted documentation which included: Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form. PAGE 2 OF 4 LPAs observed completed facility records including: LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan and Disaster drill log, last drill conducted on 09/10/24. LPAs reminded licensee that disaster drills should be conducted and logged every 6 months. Dual smoke/carbon monoxide detectors observed at facility at the time of inspection. LPAs did not test due to children napping. LPAs observed the AB10BC fire extinguisher in the main care area with purchase receipt date of 04/21/25. Licensee was reminded that fire extinguishers shall be serviced or purchased new annually. The facility has central air and heating and maintains telephone service via cell phone. LPAs observed age appropriate toys and learning materials available for children in care, free of loose and sharp parts. LPAs did not observe any wall heaters or fireplaces. The children use the bathroom in the hallway. LPAs did not observe hazards in the bathroom. Detergents, cleaning compounds, and medications are stored in an off-limits area of the home inaccessible to children in care. The Licensee states that there are no poisons in the home. The Licensee does understand that poison must be locked. There is a firearm stored in the off-limits bedroom, inaccessible to children in care. The firearm and ammunition are stored separately inside a locked gun safe observed by LPAs. The Licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care. The isolation area for sick children waiting to be picked is the living room, supervised away from the other children in care. Per licensee, food is provided for children in care. LPAs reminded licensee that any food brought from the children’s homes shall be labeled with child’s name and properly stored or refrigerated. The children have access to the backyard for outdoor play. LPAs observed a variety of age-appropriate toys and other materials for children in care to play with. LPAs did not observe any objects that could be hazardous to children in care. LPAs observed the yard has grass and adequate perimeter fencing through-out and all trees, shrubs, and plants are maintained. There are no pools or spas, or other bodies of water. LPAs did not observe any bodies of water on or around the premises. Infant Care: Currently licensee has 3 infants under 24 months enrolled. Each infant has their own crib. LPAs observed 2 cribs and 2 play yards available for children in care. Infant mattresses were observed to be firm with tightly fitted sheets. PAGE 3 OF 4 LPAs reminded licensee that infant mattresses shall be firm with tightly fitted sheets. There shall be no loose object, bumpers, objects hanging, or objects attached to the cribs. Napping equipment shall not block entrances or exits. Licensee was advised Infants shall not be swaddled in care. Car seats shall only be used for transportation purposes and shall not be used for sleeping. LPAs discussed the new Safe sleep regulation, including LIC 9227 Infant Sleep Plan for infants under 12 months, 15-minute sleep check documentation for infants 0 -24 months. Overnight Care : There is no overnight care provided at the moment. LPAs discussed the following: Licensee is aware that they must remain awake while children are awake. If children sleep in separate area from licensee, the door must remain open. If licensee cannot hear children when they wake up, video or audio device can be used. Children’s records were reviewed for (LIC) 282- Affidavit Regarding Liability Insurance, Immunization's Records, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment, LIC 995A Notification of Parents’ Rights, and documentation of 15-minute Infant Sleep Check (0-24 months). Staff records were reviewed for approved Pediatric First Aid and CPR certification, LIC-501: Personnel Record, LIC 508-Criminal Record Statement, LIC 9052- Employee Rights, Proof of immunizations against measles, pertussis and influenza or influenza declination, TB clearance or risk assessment, LIC 9108- Statement Acknowledging Requirement to Report Child Abuse and current Mandated Reporter Training Certificate. —Pediatric CPR / First aid Card valid until: 01/20/26 —Mandated Reporter AB1207 Completed: 05/17/24 valid for 2 years. During the inspection, children present was observed to be treated with dignity and respect, observed to be receiving safe, healthful, and comfortable accommodations, furnishings, and equipment, and free from corporal and/or unusual punishment. · Licensee stated they do not have any children that needs medication administer, or any children with allergies in care at this time. · Licensee stated that there are no smokers in the home. · Licensee states there are no pets in the home. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE ****, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
