What the inspector wrote

On 04/22/2026 at 1:00PM, Licensing Program Analysts (LPAs) J.Duran and E.Lujan arrived at the above licensed facility to conduct an announced Annual Random Inspection. Upon arrival, LPAs met with licensee, Veronica Garcia and observed 6 daycare children. LPAs toured the accessible areas of the home. All adults have fingerprinted cleared and associated to the licensed facility. The current hours of operation are 6:30AM-5:30PM; Monday through Friday. LPAs observed all posting requirements for operation on the posting board LIC 203A-License, LIC-9213-Notice of site visit, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent’s rights poster, PUB 269- Child Car Seat Law, Sudden Infant Death Syndrome, and safe sleep poster. Licensee had current CPR/First Aid certificates (Exp. 7/2026). Licensee Mandated Reporter Training Certificate expires 07/21/2026. Children’s records were reviewed and were complete. Assistant's First Aid & CPR certificate expires 01/12/2028 and Mandated Reporter Certificate expires 11/12/2027. Dual carbon monoxide/smoke detector was observed but was not tested due to napping children, per Licensee it is operable, pull down and fire alarms were also observed at the entrance of the home. The home conducted emergency disaster drills on a monthly basis, last drill was conducted on 04/2026. LPAs observed Fire extinguisher with a service tag of 05/2024. One type B deficiency was issued as his poses a potential health and safety risk to persons in care. Page 1 of 3. *****Inspection was conducted in Spanish***** This is a single dwelling home consists of 5 bedrooms, 2 bathrooms, a kitchen, living room, and a detached garage with an attached ADU. Childcare is mainly conducted in the living room/a converted bedroom into an activities room. Children have access to the kitchen area. Kitchen was inspected for safety, cabinets with sharp objects and chemical compounds were properly stored away & latched making it inaccessible to children in care. Children do not have access to the three bedrooms inside the home and an ADU. The licensee acknowledged that children may never enter these off-limit areas. Isolation area is near the main entrance, the children sit on a chair with small dining table. Licensee currently cares for infants, LPAs observed cribs and playpens with its proper mattress with no hanging objects. There is a window A/C in the main care area and windows for ventilation. LPAs observed gated fire place, per licensee the fire place has not worked since before the daycare was open. There are no children with allergies enrolled. Per Licensee she is not currently administering medication to any child, but will if needed. The fully enclosed backyard is observed to be clean with good shade readily for children to play. LPAs observed 3 playhouses, 3 slides, variety of balls, play kitchen and dramatic play accessories. Arts and crafts stations were observed. LPAs did not observe any bodies of water. Per Licensee there are no weapons in the home. LPA observed backyard have a 4ft X 3ft freezer chest with ice. Per licensee, that freezer chest is always locked and for personal use. Daycare do not have access to the freezer chest and it shall remain closed during the daycare operation hours. LPAs observed 1 large & 1 small dog kept separately in the backyard no access to the children. The licensee is reminded that smoking is prohibited during the operation hours. Licensee Veronica Garcia was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated Page 2 of 3. LPA discussed the safe sleep regulations with licensee Veronica Garcia and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee Veronica Garcia of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the Licensee Veronica Garcia, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Veronica Garcia. Page 3 of 3.
