What the inspector wrote

Licensing Program Analysts (LPAs) Jeanette Estrada and Portia Bowden conducted an unannounced annual inspection. LPAs met with Licensee Rosa Cruz who provided a tour of the facility. Operating hours are 24 hours / 7days a week. Licensee was advised that care cannot be provided for a continuous 24 hours. Care is provided for children ages 0 to 13 years old. Upon arrival there was one day care child and three adults present. All adults present have received a criminal record clearance. The day care facility has a living room upon entrance, dining room, kitchen, three bedrooms, one day care area (second living room), two bathrooms, enclosed backyard and detached garage. Off Limit areas: Two bedrooms, detached garage and second bathroom On Limit areas: Living room, dining room, kitchen, one bedroom used as a daycare room, day care area (second living room, hallway bathroom and enclosed backyard. The day care areas that will be used by children were observed for comfort, cleanliness, telephone service via cell phone, ventilation and heating. The facility has windows and ceiling fans for ventilation. There is a heater in the home. The vent to the heater is on a wall near the dining room. LPAs observed a fire place in the first living room. The fire place was observed to have a screen. LPAs observed an operable smoke detector in the living room and an operable carbon monoxide detector in the dining room. LPAs observed a 2A10BC fire extinguisher in the home that was last serviced in May 2024 per the service tag. LPAs observed covered electrical outlets. LPAs observed the living room upon entrance and the dining room where the children have meals which are provided by the Licensee. Next to the dining room is the kitchen which has a safety gate upon entrance. LPAs observed latched cabinets under the sink where cleaning products are kept and the latched drawer where the knives are kept. Per Licensee children are supervised when using the kitchen. LPAs observed two high chairs in the dining room. LPAs advised Licensee that high chairs shall be used under supervision and for their intended use only. Page 2 LPAs inspected the hallway restroom on limits for the children. LPAs observed latched cabinets where cleaning products and personal medicine are kept. The bedroom used for daycare is mainly used for diaper changing and for napping. LPAs observed a napping child in the bedroom. Licensee provides napping cots and there is also a bed available for the children who participate in over night care. Per Licensee, two siblings participate in overnight care at the moment and their hours are 9PM to 7AM (Child 1) and 9PM to 2PM (Child 2. LPAs inspected the day care area (second living room) where per Licensee children spend most of the day. LPAs observed age appropriate furniture and toys/materials available for children. LPAs observed the laundry area. Laundry detergent is kept in a latched cabinet inaccessible to children in care. LPAs inspected the enclosed backyard. The detached garage is in the backyard. LPAs observed a lock on the garage door. LPAs observed several toys and equipment kept in good condition in the backyard. LPAs also observed a locked storage shed in the backyard. Per Licensee there are 3 cats on the property which are maintained outside. LPAs did not observe any bodies of water on the premises. Per Licensee, poisons are kept in the locked garage. LPAs reviewed children's records which were kept updated. Per Licensee, she is the only adult providing care to children at the moment. LPA reviewed Licensee's pediatric first aid/cpr certificate issued by the American Red Cross on 5/1/24, Mandated Reporter for child care providers certificate issued on 8/9/23, and the required proof of immunization to measles, pertussis, TB and flu. LPAs observed the required posted documents in the living room upon entrance. The last documented drill was conducted on 5/31/24. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. Page 3 LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Rosa Cruz , confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies were cited during today's visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Rosa Cruz.
