What the inspector wrote

On 1/26/23 Licensing Program Analysts (LPA) Jeanette Estrada and Austin Estrada conducted an announced pre-licensing inspection. LPAs met wit Applicant Chandrika Gamaralalage and her Spouse who provided a tour of the facility. Operating hours will be Monday to Friday 6AM to 6:30PM and care will be provided for children ages 4 months to 12 years old . All residents living in the home were discussed and verified and have obtained a criminal record clearance. The day care facility is a 4 bedroom, 2 bathroom home with a front yard, living room, dining area, kitchen, backyard and garage. Off Limit areas: one bedroom, one bathroom in the hallway, kitchen, garage, front yard and a section of the backyard. Applicant has prevented access to off limit areas using safety gates and safety knobs. On Limit areas: Living room, 3 bedrooms: 1 bedroom will be used as a daycare room, 1 bedroom will be used to access to the on limits bathroom and the backyard, and 1 bedroom will be used for infant sleep. One section of the backyard is on limits. The day care areas that will be used by children were observed for safety, comfort, cleanliness, telephone service (cell phone), ventilation and heating. LPA observed age appropriate materials and toys available for children. LPA observed that napping cots are available. Per Applicant, food will be provided for children in care and children will be supervised while eating. LPA advised that high chairs are to only be used for eating during mealtimes. Detergents, cleaning compounds, sharp objects and hazardous items that can pose a danger to children are inaccessible to children in care. Knives and sharp objects are kept in an upper cabinet in the kitchen. Personal medicines are kept in a locked cabinet in the off limits kitchen. Cleaning compounds are out of reach in the off limits kitchen. Laundry detergent is kept in the laundry area in the off limits section of the backyard. Poisons are kept in the locked garage that is off limits. LPA advised that any poisons kept in the home shall be in a locked cabinet or container. LPA observed an operable smoke detector/carbon monoxide detector in the kitchen. Page 2 LPAs observed a 2A10BC fire extinguisher in the living room with a proof of purchase receipt dated 12/24/22. There is a wall heater in the home. It is in the off limits area of the dining area. Per Applicant, the wall heater will not be used for day care purposes. Portable heaters are available for use for day care purposes. Children will use the bathroom in one of the bedrooms. LPAs observed the cabinets had locks installed where personal hygiene items are stored. Children will have access to a section of the backyard. Applicant will install a gate to separate a section of the backyard that has a blind spot for supervision. Applicant will also remove a rose bush that was observed and will install a barrier to surround a lemon tree with thorns in the yard. LPA advised that if lemon tree cannot be made inaccessible, it may be required to be removed. There is also a storage shed in the yard. Per Applicant, a lock will be installed to prevent access. Per Applicant children will be supervised while playing outside. Per the Applicant there are no bodies of water on the premises such as pools/ hot tubs or spas. LPAs advised no containers of standing water are allowed. Applicant stated there are no weapons or firearms in the home. There is one pet dog in the home that will be kept in the off limit areas. Per Applicant , if a child becomes ill, they will be taken to the living room and separated from other children. Applicant was advised that if food is brought from the children\342\200\231s homes, the container shall be labeled with the child\342\200\231s name and properly stored or refrigerated. LPA discussed the safe sleep regulations with Licensee. Applicant plans to care for infants. Per Applicant, one bedroom will be used for infant napping. LPA advised that door must remain open while children are asleep. LPAs provided infant safe sleep information to Applicant. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information , see PIN 22-02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. To receive important licensing related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. An approved Fire clearance was received 12/27/22. The following items are required to be corrected by 1/30/23 before the application is submitted for Department review: Proof that rose bush in backyard was removed Proof that lemon tree has been made inaccessible Proof that shed has been made inaccessible Install gate in backyard A Large family child care license will be granted upon Department approval. Once licensed, the Licensee is required to comply with the terms and limitations stated on the license. Exit interview conducted and report was reviewed with Applicant.
