What the inspector wrote

Licensing Program Analysts (LPAs) R. Derraco and Suzanne Sanchez conducted an unannounced annual inspection to the above facility on 01/29/26. LPAs arrived at the facility at 12:40 PM and met with assistant S1, who guided analyst on a tour. Also present during this inspection was another assistant, S2. Licensee arrived at the home at 1:30 with 2 additional children. Per Licensee, there are 13 children that are currently enrolled. There were 6 total children present during this inspection. LPA S. Sanchez provided Spanish translation during inspection. This is a single-story home which consists of 4 bedrooms, 3 bathrooms, kitchen/dining room, living room, a garage, front yard and backyard (fenced). The off limit areas include 3 bedrooms, 1 bathroom, kitchen, and front yard. LPAs observed the garage to be used as an activity space. Per assistant, children do not take meals or nap in the garage / activity space. The main care are is located in living room. LPA observed 2 love seeats, age appropriate toys, a wall mounted television, 2 high chair feeding tables, child sized table and child sized chairs. A fire place observed with a locked cover making it inaccessible to children in care. Bedroom 3 was observed with a playpen, a bed and bedroom furniture. Bedroom 4 was observed with a bed and bedroom furniture. The bathrooms were observed to be clean with an operable sink, faucet and toilet. The dining room was observed with a dining table and chairs. The garage space was observed with age appropriate toys, children table and chairs, children reading materials. dramatic play sets and children art supplies. Emergency Disaster Plan, Parent\342\200\231s Rights Poster and the Facility License were observed to be posted on the wall in the activity space. Per licensee, isolation area for children showing signs of illness will be located in living room, on the children's table while they await parent pick up. The licensee states that she provides food for children in care. Licensee understands children whom bring food from home must have containers labeled and properly stored or refrigerated. LPAs did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs. Individuals who reside in the home were noted and discussed. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. There is telephone service via a cellphone that is used and the cellphone stays at the facility during operation hours. Per Licensee, she uses forced air electric heaters. The licensee understands that storage areas for poisons must be locked, not just made inacessible. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was purchased on 01/05/26, as indicated on receipt. Smoke and carbon monoxide detectors were tested and are operable. LPAs observed a pool in the backyard play area. The pool is surrounded by a mesh fence that has posts cemented into the ground. The height of the pool fence was measured at 5 feet even. The biggest gap between sections of the fence was measured at 1 1/2 inches. LPAs did not observe any space between the bottom of the fence and the ground. The gate was observed to open away from the pool and has a self closing mechanism with a lock. The outdoor play area was observed with outdoor play equipment and a basketball hoop. There are no pets on the premises. Licensee states that there are no firearms stored in the home. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home. The licensee and other personnel have completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 01/2028. LPAs observed that the Licensee and assistants do not have proof of the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file. Per licensee, she and her staff were unable to complete the training because they did not know there was a Spanish version available. File review was observed to have proper mandated immunization records. Children\342\200\231s records were reviewed, including emergency information and were observed to be complete. A current children\342\200\231s roster was available for review. LPA advised the licensee to access forms, regulations and quarterly updates online at: www.cdss.ca.gov . LPAs provided the following documents during inspection: -PIN 25-01-CCP - 2024 Chapter Legislation Affecting Child Care Facilities -LIC 126 - Entrance Checklist LPAs also advised licensee that LIC 9102- Techincal Assistance (TAs) will be issued for missing pool safety equipment indicated in PIN 25-01-CCP. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Luisa Navarro..
