What the inspector wrote

Licensing Program Analyst (LPA) Randy Derraco conducted an announced pre-licensing inspection to the above mentioned address on 03/03/23 at 9:20 AM. LPA met with Licensee, Fatima Castro, who guided LPA on a tour of the home. LPA did not observe any adults or children at the current address during inspection. Individuals residing in the home have been noted and discussed. The Licensee is requesting a location change to her family childcare home license. Per Licensee, operation hours will be Sunday to Saturday, 23 hours per day. Applicant states that they will care for children 0 to 13 years old All areas identified on the facility sketch were inspected, including but not limited to, off limit areas. This is a single story home that consists of 2 bedrooms, 1 bathroom, living/dining room, kitchen, front yard (fenced) and back yard. The off limits area include the kitchen and the backyard. Main care areas include the living room. Parents will enter the home using a side gate that leads to the entrance of the home. LPA observed child sized table, child sized chairs, a Graco high chair feeding table age appropriate toys and art supplies. A space on the wall next to the entrance was observed to be designated for required postings. A wooden baby gate with a lock was observed at the entrance of the kitchen making the area inaccessible. Per licensee, she will provide food for children in care. No sharp or pointy objects were observed to be accessible in the off-limits kitchen area. A child lock was observed on the refrigerator door. Bedroom 1 was observed with sleeping mats, a children's rug, a wooden baby crib, wooden baby changing station with disposable sheets and gloves, and a Graco Pack N' Play. Per licensee, children showing signs of illness will be separated from the group into Bedroom 2 where they will await parent pick up. The bathroom designated for children in care was observed to have an operable sink, toilet, and faucet. Child locks were observed on all cabinets and drawers of the bathroom. Per licensee, children will be escorted to the front yard for outdoor play time. LPA observed perimeter fencing, adequate shade, children's outdoor play equipment, and additional age appropriate toys. A wooden fence was also observed to separate the off-limits backyard from the off-limits driveway. (page 1 of 3) Areas that will be used by children were inspected for safety, comfort, and cleanliness. LPA observed operable telephone service, ventilation and heating (central). Detergents, cleaning compounds and hazardous items that can pose a danger to children are made inaccessible beneath the off-limits kitchen sink. The licensee was advised that any poisons must be locked, not just inaccessible. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Per Licensee there are no pets, there are no firearms or weapons stored in the home and there are no bodies of water. LPA did not observe any of the above items. LPA observed that the Licensee has a 2A10 BC fire extinguisher in the home, service tag dated 08/09/22. Smoke and carbon monoxide detector were tested and are operable. The Licensee has completed the required Health and Safety Training, Nutrition, and Lead Training, Mandated Reporter Training and Pediatric First Aid and CPR. Licensee has proof of required immunization's. Assistants have required training's and immunization's. There are first aid supplies available. Incidental Medical Services (IMS) : This facility may provide Incidental Medical Services \342\200\223 IMS. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. A Plan for Providing IMS must be submitted to the Department. LPA advised the Licensee on how to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.cdss.ca.gov . (page 2 of 3) Licensee is requesting a location change to their large family child care license. Fire clearance was approved on 02/09/23. A location change to a large family childcare license may be granted upon Licensing Program Manager (LPM) Approval. Once licensed, the applicant is required to comply with the terms and limitations stated on the license. Following the inspection, LPA observed the home to be in compliance with California Code of Regulations, Title 22 Exit interview conducted and report was reviewed with the licensee Fatima Castro.
