What the inspector wrote

Licensing Program Analysts (LPAs) Austin Estrada and Jeanette Estrada conducted an announced pre-licensing inspection. The purpose of this inspection is to inspect and evaluate the facility for a License. LPAs met wit applicant Nilani Marabage who provided LPAs a tour of the facility. Operating hours will be Sunday to Saturday 6:00AM to 6:00PM and care will be provided for children ages newborn to 12 years old. All residents living in the main home were discussed and verified and have obtained a criminal record clearance. The day care facility is a 3 bedroom, 2 bathroom home with a front yard, living room, dining area, kitchen, backyard (fenced), laundry room, and attached garage. Off Limit areas include three bedrooms, one bathroom, attached garage, and a section of the backyard. On Limit areas include the Living room, hallway bathroom, dining area, kitchen, laundry room and one section of the backyard. LPA observed the bathroom cabinets to have latches installed where cleaning products and personal hygiene items are stored. The kitchen and laundry room are only on limits through passing to the on limits back yard. LPA observed a fence that separates the on limits and off limits areas of the backyard. The day care areas that will be used by children were observed for safety, comfort, cleanliness, telephone service (cell phone), ventilation and heating. Per Licensee, children will have access to one bathroom located in the hallway. LPA observed age appropriate materials and toys available for children. LPA observed four napping mats, two cots, one play yard, and one crib in the living room available for children. Per Licensee, food will be provided for children in care. LPA advised Licensee that if children bring food from home, it should be labeled with the child\342\200\231s name and properly stored or refrigerated. LPA advised Licensee that high chairs are to only be used for eating during mealtimes. Detergents, cleaning compounds, sharp objects and hazardous items that can pose a danger to children are inaccessible to children in care. Knives and sharp objects are kept in an upper cabinet in the kitchen. Personal medicines are kept in an off limits bathroom. LPA observed cleaning compounds located in the off limits garage. Per the Licensee, there are no poisons stored in the home. LPA advised that if any poisons are kept in the home at a later date to keep them in a locked cabinet or container. LPA observed an operable smoke detector and carbon monoxide detector in the home. LPA observed a fully charged 2A10BC fire extinguisher with a . purchase receipt date of 6/9/22. LPAs observed electrical outlets covered throughout the home. LPA did not observe any fire places or wall heaters. LPA observed a central air system throughout the home. LPAs did not observe any bodies of water on the premises such as pools/ hot tubs or spas. Licensee stated there are no weapons or firearms in the home. LPA observed one small dog in the home. LPA advised Licensee that it is best practices to keep the dog up to date on their immunizations. Per Licensee, the dog will not co mingle with the children. Per Licensee, the isolation area for an ill child waiting to be picked up will be in the living room away from other children. Licensee has completed the required Health and Safety Training, Nutrition Training, Lead training and Pediatric First Aid and CPR which expires 4/8/25. Licensee has also completed the required Mandated Reporter Training which expires 5/16/24. Licensee has proof of the required immunizations for measles, pertussis and has declined the flu vaccine. Licensee and adults living in the home have submitted proof of TB clearance. LPA reviewed Safe sleep regulations with Licensee, including LIC 9227 (Infant Sleep Plan) for infants under 12 months and 15-minute sleep check documentation for infants 0-24 months. LPA provided a copy of PIN 20-24-CCP: Recently Approved Safe Sleep Regulations in Effect. Incidental Medical Services (IMS): Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a plan for providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Center and the ADA, available at: http://www.ada.gov/childqanda.htm LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reviewed with Licensee the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. To receive important licensing related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. LPA advised Licensee that all adults age 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. The following items are required to be corrected before the application is submitted for Department review: facility sketch with the on limits and off limits area of the backyard, kitchen and bathroom. A small family child care license will be granted upon Department approval. Once licensed, the Licensee is required to comply with the terms and limitations stated on the license.
