What the inspector wrote

Licensing Program Analyst (LPA) T. Tran conducted an unannounced visit at NLMUSD- Columbia Early Learning Center to follow up on a Case Management Incident reported on 2/11/26. The Monterey Park Southwest Office received the written report on 2/11/26 regarding parents\342\200\231 concerns. Upon arrival, LPA met with Associate Director, Loretta Gallegos and toured the facility. LPA observed children napping. No concerns with the level of care and supervision. LPA completed children and staff's files review. LPA obtained children's records. Interviews were conducted with staff, children, and others. Based on the information that gathered through interviews. There were no witnesses who indicated that inappropriate touch between two childcare children happened while in care. Per staff, both children are vocal and able to express themselves. Children had not communicated with the teachers regarding the concerns. Both children are still enrolling at the facility. At this time, based on the available information, it does not appear this incident was the result of Title 22 regulations of the child\342\200\231s personal rights being violated. No further action is required for this incident. No deficiency was cited at this time. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and the report was reviewed with the facility representative, Loretta Gallegos.
