What the inspector wrote

On 4/24/25 Licensing Program Analysts (LPAs) Portia Bowden and Christine Nolan conducted an unannounced Annual Inspection at the above facility. At 12:15PM LPAs met with Licensee Dena Edwards, provided entrance check list and conducted a tour of the home. LPAs observed 2 Child in care during inspection. Per Licensee there is 7 children currently enrolled including 2 infants. Per Licensee hours of operation are 2AM to 12AM Monday-Sunday, she does provide overnight care. Per Licensee she does not provide transportation. Per licensee she is apart of the food program and provides Breakfast, lunch, PM Snack and dinner. Per Licensee the only outside food permitted in the facility is infant formula. Per licensee all formula is required to be dated and labeled prior to entering facility. LPA observed all appropriate documents on licensing board (Facility License (LIC 203), Emergency Disaster Plan (LIC610a), ER drill log last dated 3/25, Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040). LPAs observed Licensee\342\200\231s current Mandated Reporter certificate Exp 8/25. LPAs observed licensee\342\200\231s current Pediatric CPR/First Aid Certification with an expiration date of 1/26. Per Licensee there are no children in care with food allergies or who requires IMS. Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection: This is a One-story home consisting of 4 bedrooms, 2 bathrooms, living room, den, kitchen, enclosed front and back yard and attached garage. Area\342\200\231s used by children include: 1 bedroom, living room, den, kitchen, 1 bathroom, and enclosed backyard. Per Licensee areas off limits to children and parents include all 3 bedrooms, 1 bathroom. Per Licensee there are no poisons on the premises. Per licensee detergents and cleaning supplies are kept in the offlimit garage. Per licensee medication is stored in the offlimit bedroom, inaccessible to children in care. At 12:30PM LPA observed a fully charged 2A10BC fire extinguisher on the kitchen counter with a service tag dated 3/25. At 12:35PM LPA observed a functioning carbon monoxide on the hallway wall and a functioning smoke detector on the daycare bedroom wall. The home was observed to have proper ventilation and heating for safety and comfort. LPA observed no wall heaters or fireplaces on the premises. The home maintains telephone service via cell phone. Per licensee there are no firearms on the premises. Kitchen area was observed to be clean and free of clutter and have no sharp objects or chemical compounds accessible to children in care. At 12:40PM LPA observed kitchen knives stored in a high kitchen cabinet, inaccessible to children in care. Bathroom children use was observed to be clean and free of hazards. LPAs observed the bathroom sink cabinet to be secured by a child safety latch, per licensee she stores toilet paper and paper towels. Per Licensee he provides potty training. LPAs observed adequate toys and age appropriate learning materials in the activity bedroom. At 12:55PM LPAs observed mats for sleeping as well as 2 playyards. LPAs observed 1 of the play yards to have loose fitting sheets potentially posing a hazard to children in care. Per Licensee she will purchase new tight fitting sheets for the play yard. A technical violation will be issued. Per Licensee all infant linens are sent home on Friday\342\200\231s to be washed and returned to the facility. All other linens are washed weekly and as needed by facility. Outdoor Play for children in care is located in the enclosed backyard. At 1:05PM LPAs observed the area to be fully enclosed with proper shading. LPA observed age appropriate toys and learning materials. LPAs observed no bodies of water on the premises. 2 children\342\200\231s files was reviewed and observed to be complete. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Licensee Dena Edwards, confirmed there are no Registered Sex Offenders living in the home. LPA completed the RSO profile in FAS. No deficiencies were observed during today\342\200\231s inspection. 1 technical violation for loose sheets in the play yard was issued. Exit interview conducted with Licensee Dena Edwards, copy of this report, Appeal rights, and a notice of site visit were given and must remain posted for 30 days.
