What the inspector wrote

On 4/22/26 Licensing Program Analyst (LPA) Portia Bowden conducted an unannounced Annual Inspection at the above facility. At 12:45PM LPA arrived to residence and met with Licensee Shanice Brown, provided entrance check list and conducted a tour of the home. Also present was Adult Resident Olivia Brown. LPA observed 10 children in care napping including 1 infant, Per Licensee there are 13 children enrolled. Per Licensee hours of operation are 6AM to 6PM Monday – Friday. Per Licensee transportation is provided. Per Licensee overnight care is not provided. Per licensee she is a apart of the food program and provides Breakfast, lunch, and PM Snack. Per Licensee outside food is permitted in the facility. LPA reminded Licensee to ensure all food brought in into the home is labeled and dated. Per Licensee no children in care require Incidental Medical Services or have food allergies. LPA observed documents on Licensing Board (Facility License (LIC 203), Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040), Emergency Disaster Plan (LIC610a) including ER drill log last dated . LPA observed Licensee’s expired Pediatric CPR/First Aid Certification Exp 10/24. Per Licensee she is signed up to renew certification next week and will submit current certificate to LPA upon attainment. LPA observed Licensee’s current Mandated Reporter Certificate exp 4/27. Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection: This is a one-story home consisting of 3 bedrooms, 1 bathroom, living room, kitchen, and enclosed backyard. Area’s used by children include the living room, 1 infant bedroom, 1 bathroom, kitchen for passing, and enclosed backyard. Per Licensee areas off limits to children and parents include all 2 bedrooms LPA observed a 2A10BC Fire extinguisher on the kitchen wall with a service tag dated 9/25. LPA observed a functioning combination carbon monoxide/ smoke detector on the ceiling in the daycare living room. LPA observed 1 wall heater in the living room with mesh wood/plastic gate covering approximately 2ft tall and 3 ft wide at base of wall heater, inaccessible to children in care. The home maintains telephone service via cell phone. Per licensee there are no firearms on the premises. Per Licensee there are no fireplaces in the home. Kitchen area was observed to be clean and free of clutter and have no sharp objects or chemical compounds accessible to children in care. LPA observed kitchen knives in a high kitchen drawer, secured by a child safety latch inaccessible to children in care. Per Licensee all cleaning supplies are kept under the kitchen sink, secured by a child safety latch, inaccessible to children in care. Bathroom children use located in living room was observed to be clean and free of hazards. LPA observed bathroom sink cabinet with a child safety latch. Per Licensee she stores nothing in the drawers. Per Licensee she provides potty trainings LPA observed age appropriate learning materials and toys in the daycare . LPA observed mats for sleeping children in care. Per Licensee all linens are washed in the facility once a week and as needed. LPA observed a play yard for infant sleeping with toys inside, per Licensee she is aware of safe sleep regulations and removes all items prior to placing infant inside. LPA observed floors in Den to be free and clear with no tripping hazards Outdoor Play for children in care is located in open front yard. LPA observed an age appropriate swing set with grass cushioning under. LPA observed grassy area with no tripping hazards. LPA reminded Licensee to ensure full supervision is maintained at all times while children in care are playing in the open front yard. LPA observed no bodies of water on the premises. 3 children’s files were observed during today’s inspection, including infant sleep log last dated 4/22/26. No deficiencies were observed during today’s inspection. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Shanice confirmed at there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
