What the inspector wrote

On December 19, 2023, at 10:30 AM, Licensing Program Analysts (LPAs), Elka Chavez and Crystal Green conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPAs met with Applicant, Janice Balgemino. The applicant is requesting to operate an infant program with toddler option program. Applicant is requesting to be licensed for 6 children ages 3 months to 18 months in the infant classroom. And 10 children ages 18 months to 36 months in the toddler classroom. Hours of operation will be Monday through Friday from 7:00 AM to 5:00 PM. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Janice Balgemino that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Janice Balgemino stated that they will be kept in the toddler office area. A fully equipped first aid kit is kept in each classroom. There is an operational carbon monoxide detector in each classroom. LPAs did not observe licensing documents to be posted. Children will be signed in and out via QR code through the ProCare App. A tablet will also be available for sign in and out. LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 231.96 square feet for the infant space and 452.44 square feet for the toddler space, which is sufficient to accommodate the requested capacity of 16 Children. LPAs observed all indoor activity space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, napping cots, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via water containers. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on November 15, 2023. High-chairs have broad-based legs and are in good repair and trays lock onto chairs. High-chairs are made of washable, moisture-resistant material. LPAs also observed age-appropriate chairs in the infant play area. LPAs observed the changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing table is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. LPAs observed the cribs have wheels and are moveable. LPAs observed the crib area is separated from activity space via a wall. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs will be kept in a clipboard next to the napping area. Needs and Services Plans and Sleep Plans will be kept in binders in the classroom and will be updated via the ProCare App. Parents and staff will receive an alert to remind them to update the Needs and Services Plan. There is at least one potty chair or toilet for every five infants. LPAs observed a total of 1 sink available for children\342\200\231s use. These are sufficient to accommodate the requested capacity of 16 children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the main director\342\200\231s office which is located on the property for license number 198400930. And the staff restroom which is located next the director\342\200\231s main office. LPAs did not observe changing table in the staff restroom. Facility will not provide meals for children. The facility will provide AM and PM snack for children. The kitchen area currently includes 2 standard size refrigerators and a mini fridge used for staff. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a child safety gate making the kitchen inaccessible. LPAs also observed child safety cabinet locks. The facility currently has a fully fenced playground area which is separate from other components. Fencing is chain link and wood and is at least four feet high. The total square footage for all the outdoor activity space is 860.70 square feet for the infant outdoor activity space and 975.24 square feet for the toddler outdoor activity space which is sufficient to accommodate the requested capacity. Shade is provided via shade sails. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There are age-appropriate play structures on the playground. Drinking water is available via water jug. LPAs observed all hazardous items on the playground to be inaccessible to children. Applicant Janice Balgemino was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). The following corrections are needed prior to the issuance of the license: \302\267 Applicant will need to install a changing table in the staff/ill isolation restroom. \302\267 Applicant will need a Parent Board in an accessible area to parents. Applicant Janice Balgemino understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Applicant, Janice Balgemino was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.\342\200\235 \342\200\234This facility plans to provide Incidental Medical Services \342\200\223 IMS. LPAs discussed the safe sleep regulations with applicant, Janice Balgemino and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Applicant, Janice Balgemino was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
