What the inspector wrote

Licensing Program Analyst (LPA) Randy Derraco conducted an announced pre-licensing inspection to the above mentioned address on 03/12/24 at 9:30 AM. LPA met with licensee, Fatima Castro, who guided LPA on a tour of the home. LPA observed no additional adults and no children present during this inspection. Individuals residing in the home have been noted and discussed. The licensee is requesting an address change to her family childcare home license. Per licensee, operation hours will be 7 days a week, 23 hours per day. Licensee will be caring for children age 0 to 13 years old. All areas identified on the facility sketch were inspected, including but not limited to off limit areas. This is a one story home that consists of 3 bedrooms, 2 bathrooms, living room, dining room, kitchen, front yard (fenced), side yard, and back yard. The off limit areas included two bedrooms, kitchen, back yard, and side yard. The licensee understands that licensing staff may have access to off-limit areas during inspection visit if necessary. Main care areas include the living room, bedroom and front yard. The living room was observed with a wall mounted television, children's carpet, child sized table, child sized chairs, age appropriate toys, and a ceiling fan. A wall space behind the front door was observed with required postings. The bedroom designated for children in care was observed with a play pen, one baby crib, and a baby changing station. Sleeping cots were also observed to be stored in the bedroom designated for children in care. Two first aid kits were observed stored in the bedroom on the wooden shelf. Wooden storage cabinets were observed to be bolted to the wall to prevent it from falling. A wooden children's gate was observed to be bolted into the wall making the hallway leading to the off limit bedrooms inaccessible. A second children's gate was observed at the entrance to the off limits kitchen. No sharp or pointy objects were observed to be accessible in the off-limits kitchen. The licensee states that she will provide food for children in care. Any food brought from the children’s homes shall be labeled with child’s name and properly stored or refrigerated. Both bathrooms were observed to be (page 1 of 3) clean with an operable sink, faucet and toilet. Outdoor play area is located in the front yard. LPA observed perimeter fencing, age appropriate toys, and children's outdoor play equipment. Artificial grass was observed beneath children's climbing equipment. A metal gate was observed in the outdoor play area and is used to separate the front yard from the off limit side yard. Areas that will be used by children were inspected for safety, comfort, and cleanliness. LPA observed operable telephone service via a cell phone. Central heating and air conditioning was observed in the home. Detergents, cleaning compounds and hazardous items that can pose a danger to children are made inaccessible in a locked closet in the off limits hallway. The licensee understands that any poisons must be locked, not just inaccessible. Per licensee there are no pets, there are no firearms or weapons stored in the home and there are no bodies of water. LPA did not observe any of the above items. LPA observed that the licensee has a 2A10 BC fire extinguisher in the home with a service tag dated 12/15/23. Smoke and carbon monoxide detector were tested and are operable. Video cameras were observed in the main care area, the bedrooms designated for children in care, hallway, side yard and front yard. Licensee states that she can access the video feed from her cell phone and from a television located in the bedroom designated for children in care. Licensee understands that by providing overnight care, she must remain awake whenever the children are awake, doors where the licensee and the children are sleeping must remain open, clean bedding and night clothes must be made available to the children, and must arrange sleeping so that licensee can be assured she can hear children wake up. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The licensee has completed the required Health and Safety Training, Nutrition, and Lead Training, Mandated Reporter Training and Pediatric First Aid and CPR. Licensee has proof of required immunization records.. Assistants have required training and immunization records. . (page 2 of 3) Incidental Medical Services (IMS) : This facility may provide Incidental Medical Services – IMS. LPA advised the applicant how to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.cdss.ca.gov Licensee is requesting a location change to her large family child care license. Fire clearance was approved on 02/13/24 A location change to a large family childcare license may be granted upon Licensing Program Manager (LPM) Approval. Once licensed, the licensee is required to comply with the terms and limitations stated on the license. Exit interview conducted and report was reviewed with the licensee Fatima Castro.
