What the inspector wrote

Licensing Program Analyst (LPA) Randy Derraco conducted an unannounced case management inspection to the above mentioned address on 07/11/25 at 9:30 AM. LPA met with licensee, Amy Marshall, who guided LPA on a tour of the home. LPA observed 2 adults and 4 children present during inspection Individuals residing in the home have been noted and discussed. The applicant is requesting a capacity increase to her family childcare home license. Per licensee, operation hours will be Monday through Friday, 7:00 AM to 5:00 PM. Licensee states that they will care for children 6 weeks old to 6 years old All areas identified on the facility sketch were inspected, including but not limited to, off limit areas. This is a one story home that consists of 5 bedrooms, 2 bathrooms, living Room, dining Room, kitchen, detached garage, front yard and backyard (fenced). The off limit areas include bedrooms 2 and 3, detached garage, and front yard. The applicant understands that licensing staff may have access to off-limit areas during inspection visit if necessary. The main care area is located in bedroom 4. LPA observed age appropriate toys, a wooden cubby locker for storage, napping mats and a television. A wooden tension gate was observed at the entrance of the bedroom and at the exit leading towards the back yard. Bedroom 5 was observed to have a bed, bedroom furniture, and a pack and play play pen. Licensee states that bedroom 5 is as a napping area for children in care. Bedroom 1 was observed with a bed and a dresser. The bathrooms were observed to be clean with an operable sink, faucet and toilet. The living room was observed with couches, coffee table, and an entertainment center. No sharp or pointy objects were observed to be accessible in the kitchen. LPA observed a knife set and cleaning products stored in a cabinet above the stove. The dining room was observed with a dining table and chairs. Licensee states that she will provide food for children in care. Licensee was reminded that children bringing food from home will need to have containers labeled with their name and properly stored or refrigerated. The back yard play area was observed to have perimeter fencing. LPA observed outdoor play equipment and patio furniture in the backyard. Wooden gates on the side of the home and the detached garage were observed to be mounted to the fence Areas that will be used by children were inspected for safety, comfort, cleanliness. LPA observed operable telephone service via land line. LPA also observed the home to be equipped with central heating and air conditioning. A fire place was observed between the kitchen and the living room. LPA observed that the gas line has been capped making the fire place inoperable. Licensee understands that any poisons must be locked, not just made inaccessible. Per licensee, children showing signs of illness will be moved to the living room where they will await parent pickup. Per licensee there are no pets, there are no firearms or weapons stored in the home and there are no bodies of water. LPA did not observe any of the above items. LPA observed that the Applicant has a 2A10 BC fire extinguisher in the home, purchase receipt date 04/04/25. Smoke and carbon monoxide detector were tested and are operable. The licensee has completed the required Health and Safety Training, Nutrition, and Lead Training, Mandated Reporter Training and Pediatric First Aid and CPR. Applicant has proof of required immunization records. There are first aid supplies available. LPA advised the applicant how to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.cdss.ca.gov Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. The licensee has not obtained a signed Property Owner/Landlord Consent form (LIC9149). Without this consent, the applicant understands that, once licensed, they can operate with a maximum capacity of 6 [or 12] children. If property owner/landlord consent is obtained in the future, the applicant is advised that a new Application for a Family Child Care Home License (LIC 279) must be submitted with a change of capacity fee of $25, to increase the capacity and provide care to 8 [or 14] children. Applicant is requesting a large family child care. Fire clearance was approved on 06/18/25. As of 07/11/25 the licensee is observed to be in compliance with California Code of Regulation Title 22 and California Health and Safety Code, therefore, capacity increase to a large family child care home is granted. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with licensee, Amy Marshall.
