What the inspector wrote
On July 30th 2024 at 10:00am Licensing Program Analysts (LPAs) Alicia Mooberry and Portia Bowden conducted a pre-licensing inspection for the above address. LPAs met with Brenda Rodriguez, Applicant, who guided LPAs on a tour of the facility. Individuals residing in the home were discussed and noted. Per Applicant, hours of operation will be Monday - Friday, 6:00 am to 6:00 pm. Applicant states they will care for children Infants -12 years of age. No overnight care will take place.
This is a two-story home which consists of 4 bedrooms, 4 bathrooms, living room, dining room, kitchen, laundry closet, front and backyard (fenced) and attached garage. This home is located in the front of a two home lot. The home was inspected for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children in care.
Areas used by children include:
First floor Bedroom (main daycare area located behind kitchen), living Room, dining room, bathroom on first floor in hallway next to kitchen.
Areas off limits include
: First Floor: Kitchen, bathroom inside daycare room, attached garage and back yard. Second Floor: 3 bedrooms, 2 bathrooms, patio attached to upstairs bedrooms.
The off limit areas on the first and second level of the home, are maintained inaccessible by a safety gate in the kitchen, and a safety gate at the base of stairs. Knives and other sharp utensils are located in the kitchen drawers with safety locks. Cleaning products were located in cabinets locked with safety latches under the sink in kitchen and bathroom and in the overhead shelves in the laundry closet. Washing machine and dryer were both observed to be locked. There are outlet covers throughout the home. Smoke detectors and carbon monoxide detector were observed, tested and found to be operable.

The home was observed to be clean and orderly. LPAs observed toys and learning materials in the daycare area and reminded applicant to have age appropriate toys. First Aid and emergency supplies are available located in the daycare room.
LPA observed the required 2A10 BC fire extinguisher on the dining room wall, with purchase receipt dated 05/20/24. Applicant was reminded that fire extinguishers need to be purchased or serviced yearly. Smoke and carbon monoxide detectors were tested and are operable. There is central air/heating throughout the home and an additional wall unit on the daycare room wall.
The applicant states that meals will be provided by facility. Applicant was informed that any food brought from the children\342\200\231s homes must be labeled with child\342\200\231s name and properly stored or refrigerated.
The applicant has completed the required Health and Safety Training, Nutrition, and Lead Training 8/8/2020, Mandated Reporter Training 4/10/2026 and Pediatric First Aid/CPR expire on 4/13/2026. Required immunization's are current.
Per Applicant, there are no weapons or firearms in the facility, none were observed by LPA. Applicant has no pets at this time.
Per applicant, the children will be taken on walks in the neighborhood. Per applicant the front and back yard might be used as outdoor play area in the future. The front yard is enclosed with grassy play area and has rose bushes that will need to be made inaccessible. A plan of safety and supervision was provided by applicant during this inspection. The attached garage in the back yard was observed to be locked and is inaccessible to children. Safe and age appropriate toys were available. There are no bodies of water on the premises.

LPAs discussed the Safe Sleep Regulation and provided
PIN 20-24-CCP
and Infant Sleep Plan LIC 9227 for when Applicant is ready to enroll infants. Children will nap in daycare room and infants will nap in the living room, mats are available and applicant will purchase a play yard

as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The isolation area for a sick child waiting to be picked up will be in the living room next to the exit away from other children.
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
-In the absence of the licensee a qualified adult must be present supervising the children; a qualified adult is an individual who has a valid and current adult/infant CPR & Pediatric First Aid certification, TB clearance, immunization, Mandated Reporter training certificate

On this date, 7/30/24, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.
Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs)
throughout California.
Per applicant, there are no dual licenses at this address. Applicant\342\200\231s email address was obtained during this inspection. The applicant was advised that email may be public information.
A small family childcare license will be granted upon a final review of all documents submitted.
