What the inspector wrote

Licensing Program Analyst (LPA) conducted an unannounced annual inspection at this facility. During this inspection the facility was also evaluated for a new large license with a capacity of 12. A fire clearance inspection for the first floor areas was conducted and approved on 10/2/25. LPA met with Licensee Brenda Rodriguez and informed her of the reason for the visit. Licensee provided a tour of the facility. Upon arrival LPA observed 5 children present. Hours of operation are Monday through Friday 6:00 AM to 6:00 PM and care is provided for children ages 3 months to 12 years old. This is a two story 4 bedroom, 4 bathroom home. The on limit areas are the first floor including the living room, dining room, hallway bathroom, and one play room. The front yard is on limits for outdoor play. The off limit areas are the entire second floor, the kitchen and one additional restroom on the first floor and the garage. Off limit areas have been made inaccessible via safety gates placed at the entrance of the kitchen area and the bottom of the stairs. LPA inspected areas accessible to children in care. Upon entrance to the facility LPA observed the required posted documents. The living room is a play area and there are age appropriate toys/materials in good condition. The stairs to the second floor are accessed through the living room. The stairs have a safety gate located at the bottom of the stairs to prevent access. The on limits restroom is located between the living room and the dining room. There is a safety gate separating the living room from the restroom/dining room. LPA inspected the restroom and did not observe any hazards. LPA observed the restroom to be stocked with hygiene materials. Children eat meals in the dining room. Licensee has provided age appropriate tables for children in care. There is also a high chair available. Licensee provides meals. Per Licensee, at this time there are no children enrolled who have food allergies. Continued on page 2 Page 2 Licensee has placed a safety gate preventing access to the area of the kitchen where the stove, cleaning products and knives are kept. Cleaning products and laundry detergent is kept in a latched cabinet under the sink and knives are kept in a latched drawer next to the sink. There is a play room on the side of the kitchen. LPA observed age appropriate toys/materials in good condition. There is an a/c unit installed in this room. Per Licensee, children nap in this room. The front yard is fully enclosed. There are toys/materials in good condition. There is a swing set with a slide in the front yard. Per Licensee, children are supervised when playing outside. Licensee provides the children with water bottles while playing outside. LPA observed an operable smoke detector and an operable carbon monoxide detector in the facility. The 2A10BC fire extinguisher was last serviced on 9/18/25 per the service tag. The last emergency drill was conducted on . Per Licensee, there are no pets, weapons/firearms in the home. Per Licensee there are no pools/bodies of water in the home or on the premises. LPA did not observe any pools/bodies of water. no landlord consent. Per Licensee, medication is administered as needed. At this time, no children enrolled require medication. Per Licensee, personal medication is kept in a restroom on the off limits second floor. At this time, there are no children under 24 months enrolled. LPA discussed safe sleep requirements for infants. LPA verified children's records are kept complete. Licensee's records are complete. Licensee's pediatric first aid/cpr issued by the American Heart Association expires in April 2026 and mandated reporter for child care providers training certificate expires on 4/10/26. LPA discussed requirements for an assistant provider once the large license is approved. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. The Licensee provided proof of control of property. Continued on page 3 Page 3 The Licensee has not obtained a signed Property Owner/Landlord Consent form (LIC9149). Without this consent, the applicant understands that, once licensed, they can operate with a maximum capacity of 6 [or 12] children. If property owner/landlord consent is obtained in the future, the applicant is advised that a new Application for a Family Child Care Home License (LIC 279) must be submitted with a change of capacity fee of $25, to increase the capacity and provide care to 8 [or 14] children. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP . A Plan for Providing IMS must be submitted to the Department. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. On this date, 10/9/25, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Continued on page 4 Page 4 No deficiencies were issued during this visit. Licensee was advised that an approved large license will be determined by Department review. A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the Licensee, Brenda Rodriguez Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
